  • ADOT Engineering Consultant Section has developed the ECS Consultant Contract Manual to incorporate recent updates to state and federal regulations regarding the administration and management of professional service contracts, including recent changes resulting from updates to 23 CFR Part 172. Prior to final publication and implementation of the updated procedures and guidelines, ADOT ECS is providing DRAFT of the ECS Consultant Contract Manual  for review. Consultants interested in submitting questions or comments regarding the DRAFT of the ECS Consultant Contract Manual may do so by emailing them to no later than 12:00 p.m.( Arizona Time) on May 2, 2016. The ECS Consultant Contract Manual is intended to replace the ECS Contract Award and Administration Manual effective June 1, 2016.
  • The next prequalification period begins Jan. 1, 2016, to Dec. 31, 2017. All design consultants wishing to do work with ADOT Engineering Consultant Section (ECS) will need to apply. Click Consultant Prequalification to learn more.

Disadvantaged Business Enterprise (DBE) Programs

ADOT's Engineering Consultants Section seeks to ensure compliance with the regulations of the U.S. Department of Transportation, 49 CFR Part 26, through proper contract execution and successful management of all DBE contracts.

Local Public Agency Consultant Procurement

In accordance with the FHWA-ADOT Stewardship and Oversight Agreement for Arizona, referred to as the Stewardship Agreement, ADOT may delegate to the local public agencies (LPAs) the authority to self-administer projects or administer a project under the FHWA Certification Acceptance Program.
