A public-private partnership (P3) refers to the contractual agreement between a public agency and a private sector entity that allows the private sector entity to have greater participation in the delivery of a project.

Local government provides services to counties, cities, towns and tribal governments in the areas of programming, technical planning, scheduling, engineering expertise, project documents and construction plan reviews/approvals, and coordinating with FHWA and appropriate ADOT groups/sections. The Joint Project Administration (JPA) within the Intermodal Transportation Division (ITD), acting under the authority and requirements of ARS § 11-951 through § 11-954 and § 28-401, prepares written agreements when exercising joint powers common to political subdivisions of the state.
