Program Updates
August 18, 2011 -- ADOT has announced the suspension of unsolicited proposals has been lifted for highways projects that require the implemention of tolls. June 24th, 2011 -- ADOT has received an unsolicited proposal from ICA (Infrastructure Corporation of America) for Arizona Rest Stop Areas operations and maintenance. Since the P3 Program's inception in September 2009, the Department, through the Office of P3 Initiatives (OPI), has worked diligently on the following:
In April 2010, the Department awarded P3 Program Manager contracts to HDR and Jacobs. These firms are highly regarded in the realm of P3 transportation infrastructure. They are charged with providing management expertise for the Department's P3 program, including advice and analysis for issues ranging from feasibility, structure, analysis, evaluation and development of P3 projects. Additional P3 Program advisors include the firm of Nossaman as the department's legal advisor and PFM (Public Financial Management) as financial advisor. The Office of P3 Initiatives anticipates seeking a Traffic and Revenue Consultant in fall 2010 and a Technical Consultant by early 2011. The Office of P3 Initiatives is utilizing a compendium of best practices and lessons learned from other states and jurisdictions around the country as a foundation upon which to build a strong Arizona P3 program. Key aspects include continuous communication and outreach efforts, public input, coordination with regional and local governments, and long-term financial viability. The Office will coordinate a strong external communications and outreach strategy into the overall program, working closely with outside advisors and ADOT's Communications and Community Partnerships (CCP) team. Ensuring a transparent process that involves the public and key stakeholders is of utmost importance. The OPI and Program Manager Team is hard at work reviewing existing foundational program documents, developing strong criteria for solicited and unsolicited project proposals, analyzing potential projects based on the Department's Five-Year Plan and Long-Range Plan, and identifying potential non-highway P3 projects. At this time, no specific projects have been identified. It is anticipated that revised P3 program guidelines will be posted on the website during fall 2010. The Team is focused on the strategic development of P3 ideas for maintenance, services, or other transportation-related needs within the Department where a P3 may enable an outcome that is more efficient, cost effective, sustainable or innovative. The Office of P3 Initiatives has begun working with local elected officials to develop public policy statements regarding how P3 initiatives can be best utilized within various regions of the state. The OPI also continues to engage in outreach meetings, conferences and presentations to regional Councils of Governments (COGs), Metropolitan Planning Organizations (MPOs) and various other groups and organizations. The goal is to convey program information and strengthen public understanding of P3 opportunities.
