Corridor Profile Studies

Process Overview

ADOT is in the process of identifying a new corridor planning approach to develop strategies and tools that incorporate life-cycle cost analysis and risk assessment to measure system performance. The current Corridor Profile Studies on I-17, I-19 and I-40, are developing a process to

  • inventory past improvement recommendations.
  • assess the existing performance based on quantifiable performance measures.
  • propose various solutions sets to improve corridor performance.
  • identify specific projects that can provide quantifiable benefits in relation to the performance measures.
  • prioritize the projects for future implementation

Following is a flow chart that provides an overview of the study process and a table that provides a brief description of the Corridor Performance System.

Literature Review

Previous studies will be reviewed and recommendations for improvements that have not been implemented will be summarized, including any environmental clearances that have been achieved.

There are five system performance measures recommended by P2P that will be utilized to identify the baseline performance of the existing corridors. The performance measures are safety, pavement condition, bridge condition, mobility and freight movement.

Corridor Vision and Needs

Collaboration with ADOT districts, COGs, MPOs and other strategic partners along the corridors will be established in this process to develop a specific vision for all five performance measure.

After determining the existing corridors' performance ratings, the values will be compared to the corridor visions. Needs will be identified in various locations throughout the corridors. The list of needs, not projects, will be characterized as deficiencies and deviation from target goals to achieve the corridor visions. The result of the need analysis will identify the critical segments that are performing in the less-than-desired performance level.

Solution Sets

A solution set is a range of improvements to address the needs in planning segment(s) correlating with the investment choices identified in the current Long-Range Plan. These solution sets will be coordinated with the improvements identified in previous studies to verify if previous recommendations are still val

Life-Cycle Cost Analysis (LCCA)

To evaluate the solution sets, a life-cycle cost analysis will be conducted.

Life-cycle cost analysis is a process for evaluating the total economic worth of a usable project segment by analyzing initial costs and discounted future costs, such as maintenance, user, reconstruction, rehabilitation, restoring and resurfacing costs, over the life of the project segment.

Risk Assessment

It is anticipated that based on the current funding situation, the department will not have the funding capacity to program all of the recommended solutions for the corridor. A risk assessment for the corridor will be conducted, and projects will be prioritized to recommend a strategic set of improvements that can minimize the overall risk while improving corridor performance. This will establish a set of potential improvements for consideration in future construction programs.

P2p Scoping

The purpose of the scoping template will be to develop project scopes with a level of detail needed to score projects in a performance – based Planning to Programming process intended to inform State Transportation Board decision-making.
