Transit Programs and Grants

Metropolitan Transportation Program

The FTA provides funding and financial assistance to states and local public bodies to support various types of planning. In order to qualify for metropolitan planning funding an agency must meet Metropolitan Planning Organization (MPO) eligibility.

Enhanced Mobility of Seniors and Individuals with Disabilities

Program funds are used for capital assistance, the purchase of vehicles, related equipment and operating funds statewide. In addition, mobility management awards are available to assist agencies and communities with their coordination efforts.

5311 Rural Public Transportation Program

The Section 5311 grant program's goals are to address the mobility needs of Arizona's rural population by enhancing access to health care, shopping, education, employment, public services and recreation; and assisting local communities in building effective transit services in rural areas.

Rural Transit Assistance Program (RTAP)

The ADOT RTAP program offers training and training scholarships to ADOT transit grant recipients.

Safety Oversight

The FTA published Rail Fixed Guideway Systems: State Safety Oversight (SSO) on Dec. 27, 1995. This rule sets forth FTA's requirements to improve rail transit safety and security. ADOT is the designated state safety oversight agency in Arizona.

Urbanized Area Programs

The Urbanized Area Formula Funding program (49 U.S.C. 5307) makes Federal resources available to urbanized areas and to states for transit capital and operating assistance in urbanized areas (UZAs) and for transportation related planning. The Bus and Bus Facilities program (49 U.S.C. 5339) provides capital funding to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities.

2012 State Management Plan

The United States Department of Transportation Federal Transit Administration (FTA) requires that each state adopt policies and procedures to be used in administering the FTA Sections 5310, 5311, 5316 and 5317 grant programs. The document below describes the policies and procedures and is referred to as the "State Management Plan." It was adopted by the Arizona Department of Transportation (ADOT) Transit Programs and Grants for the FTA programs.

The May 2012 Edition of the State Management Plan for Transit Programs is now available. The 2012 edition updates the 2008 publication.
