Transporter Plate Certification

Overview

The Transporter Services Unit assists companies to make sure they are compliant with Arizona Revised Statutes (ARS), Title 28, Chapter 10, Article 9. Companies looking to obtain a Transporter certificate are required to follow all statutes.

Definitions

"Driveaway or towaway methods" means the transportation service rendered by a transporter by which motor vehicles are driven singly or in combinations by the tow bar, saddle-mount or full-mount methods or a lawful combination of the tow bar, saddle-mount or full-mount methods or by which a truck or truck tractor tows or draws a semi trailer or trailer.

"Transporter" means a person who is lawfully engaged in the business of transporting or delivering vehicles that are not the person's own and vehicles of a type otherwise required to be registered, by the driveaway or towaway methods, from a point of manufacture, assembly or distribution or from the owner of the vehicles to a dealer or sales agent of a manufacturer or to any consignee designated by the shipper or consignor.

Business Requirements:
Proof of the applicant's status as a bona fide transporter as reasonably required Compliance with A.R.S. Title 28, Chapter 9, Article 2 Motor Carrier Financial Responsibility and Article 4 Mandatory Motor Vehicle Insurance.
When a transporter operates one vehicle singly, such vehicle must display one plate on the front.

When a transporter operates and moves more than one vehicle, the first vehicle in the combination must bear and display one plate on the front. Every other vehicle in the combination must display one plate on the rear.

Maintenance of Records:
Every Transporter must keep a written record of the vehicles on which such plates are used and the date of use. When renewing Transporter certificate/license plates, a transporter shall submit the application for renewal, written records of each vehicle on which the Transporter license plates were used, and the dates of use to the ADOT Motor Vehicle Division. A copy of bills of lading, showing invoices or orders, or other documents containing the following information are a sufficient record:

  • The names of the consignor and consignee;
  • A complete description of the vehicle with year, make, model, and vehicle identification number.

One executed copy of such document must be filed with Transporter Services with the application for renewal.

FEES

$375.00 for first two transporter plates
$30.00 for each additional/replacement transporter plate
$80.00 motor carrier fee for use on a vehicle with a Gross Vehicle Weight (GVW) of 26,001 lbs or greater, per plate
$7.50 for replacement of lost or additional certificate of license

FAQ

Is a power of attorney required?

Yes, if a person is not listed as an applicant on the transporter application.

Are Transporter plates and certificates transferable?

No, they are not transferable to any other person or business.

When is my renewal due?

December 31 of each year. The renewal should be provided prior to permit processing.

Do these plates apply to work or service vehicles?

Yes, if the vehicle is owned or operated by the transporter company or that is hauled by the towaway method.

How do I delete a transporter plate?

You must submit a Plate Notice form #48-3302 for each plate you want to delete.
