Performance Management

Moving Ahead for Progress in the 21st Century Act of 2012 (MAP-21), identified the following national transportation system goal areas:

In order to make progress towards these goals, seventeen performance measures were established in rulemaking for MAP-21 as the basis of performance-based planning and programming of transportation projects. State Departments of Transportation (DOTs), in coordination with Metropolitan Planning Organizations (MPOs), were required to establish performance targets for the five safety measures by August 31, 2017 and for the remaining measures by May 20, 2018. MPOs then had six months to either adopt the State DOT targets or establish their own targets. Safety targets are established annually and the remaining targets are established for 2- and/or 4-years periods. The 4-year targets may be adjusted at the 2-year performance report. Calendar year 2021 is the fourth year of the first four year performance period for the infrastructure and system performance targets.

The targets are based on a data-driven analysis of existing conditions, projected trends and the effects of planned projects rather than on aspirational goals in order to align with the performance management framework intended by the legislation. ADOT has established the following performance targets:

Safety targets for 2022  (established annually - targets are based on a five-year rolling average)

  • Number of Fatalities: 2% Increase (1045.2)
  • Rate of Fatalities/100 Million Vehicle Miles Travelled: 2% Increase (1.568)
  • Number of Serious Injuries: 7% Decrease (3210.7)
  • Rate of Serious Injuries/100 Million Vehicle Miles Traveled: 8% Decrease (4.797)
  • Number of Non-motorized Fatalities and Serious Injuries: 1% Decrease (736.2)

Bridge and Pavement Targets for 2021

  • Percent of National Highway System (NHS) Bridges classified in good condition based on deck area:  52%
  • Percent of NHS Bridges classified in poor condition based on deck area: 4%
  • Percent of Interstate Pavements in good condition: 44%
  • Percent of Interstate Pavements in poor condition: 2%
  • Percent of Non-Interstate NHS Pavements in good condition: 28%
  • Percent of Non-Interstate NHS Pavements in poor condition: 6%

System Performance Targets for 2021

  • Freight Reliability on the Interstate (Truck Travel Time Reliability Index): 1.35
  • Percent of person-miles that have reliable travel times on the Interstate: 85.8%
  • Percent of person-miles that have reliable travel times on the Non-Interstate NHS: 74.9%
  • Congestion Mitigation and Air Quality Emissions Reductions (Kilograms per day)
    • Volatile Organic Compounds: 385
    • Carbon Monoxide : 6,985
    • Nitrogen Oxides: 761
    • Particulate Matter (< 10 microns): 1,399
    • Particulate Matter (< 2.5 microns): 112

The regulations required two additional performance measures for urbanized areas over a million people that are also nonattainment or maintenance areas for ozone, carbon monoxide or particulate matter. The Phoenix-Mesa urbanized area is the only place in Arizona that met this threshold during the first performance period. Maricopa Association of Governments and ADOT developed unified targets for these measures:

  • Non-Single Occupancy Vehicle Travel: 22.6%
  • Peak Hour Excessive Delay per capita: 10.9 hours

ADOT’s bridge and pavement targets are one of the criteria used to measure performance in the Department’s Transportation Asset Management Plan. All of the targets are used to inform the planning and programming of transportation projects in the Statewide Transportation Improvement Program (STIP).
