DBE Disparity Study

Study Team

ADOT has acquired the services of a team of consultants led by Keen Independent Research LLC to conduct the disparity study. Keen Independent Research LLC is an economic and market research firm that specializes in disparity studies. Keen Independent has offices in Arizona and Colorado.

David Keen

David Keen, a Keen Independent Principal, is leading the study. He has completed disparity studies for more than 70 government agencies since 1989 and has helped agencies successfully defend programs when challenged in court.

Other disparity study team members include the following entities:

  • Holland & Knight LLP, led by Keith Wiener, will perform legal analysis for the study. H&K is a 1,000-attorney law firm with offices throughout the U.S. and other countries. Mr. Wiener has extensive experience working with Mr. Keen on disparity studies and defending MBE/WBE programs in court.
  • Customer Research International is a telephone survey firm with substantial experience with disparity studies. Sanjay Vrudhula is president of this HUB-certified, minority-owned firm. CRI will perform availability telephone interviews in the study.
  • Así Marketing Group is a Phoenix-based Hispanic marketing and promotions agency that is led by Letty Alvarez, who has over 20 years of research and public outreach experience in Arizona; the firm is both woman- and minority-owned and is DBE-certified in Arizona. Así Marketing Group will perform in-depth interviews with business owners and trade associations as part of the study and assist with outreach and public meetings, especially with outreach directed toward the Hispanic community.
  • Don Logan & Associates is a Chandler-based, minority-owned firm led by Don Logan, who has over 30 years of experience working with public agencies on diversity issues. Mr. Logan will conduct in-depth interviews as part of the study.
  • The Genesis Consulting Group is a Phoenix-based group of aviation professionals who bring more than 50 years of combined experience in aviation consulting; this firm is minority- and women-owned and is DBE-certified in Arizona. Led by Mary Ortega-Itsell, the Genesis Group will conduct in-depth interviews with aviation firms and provide assistance related to the aviation grants and contracts.
  • Gordley Group is a Tucson communications and marketing firm led by Jan Gordley, who will conduct in-depth interviews in the Tucson community and public outreach and meetings throughout the state. The Gordley Group has experience conducting similar assignments for ADOT and other local agencies. It has Spanish-language capabilities and is a women-owned firm that is DBE-certified in Arizona.
