ADOT’s Americans with Disabilities Act (ADA) Compliance Program coordinates implementation to ensure that individuals with disabilities have an equal opportunity in all facilities, programs, activities, and services.
It is the policy of the Arizona Department of Transportation that no qualified individual with a disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any of its programs, services, or activities as provided by Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 (ADA). ADOT further assures that every effort will be made to provide nondiscrimination in all of its programs, services, and activities regardless of the funding source, including FAA, FTA, FHWA, and state funds.
ADOT is committed to operating in accordance with the ADA and related nondiscrimination obligations such as these:
- Section 504 of the Rehabilitation Act of 1973
- Title II of the Americans with Disabilities Act
- Title VI of the Civil Rights Act of 1964
Filing a Discrimination Complaint
Complaints (in English or Spanish) may be filed by any person who believes that he or she has been excluded from participation in, or denied access to, programs or activities; denied benefits or services; or subjected to discrimination on the basis of race, color, national origin, or disability.
Complaint forms can be faxed, emailed, or mailed, upon request.
A signed, written complaint must be submitted within 180 days of the alleged discriminatory act (or latest occurrence). Complaints may be filed with these agencies:
All complaints should contain these elements:
- The name, address, telephone number and signature of the complainant
- The facts and circumstances surrounding the claimed discrimination, including date of allegations, and the basis of the complaint (e.g., race, color, national origin, disability)
- Any names of persons, if known, whom the investigator could contact for additional information to support or clarify the allegations
- The corrective action being sought by the complainant

ADA Transition Plan
It is a requirement under Section 504 and the Americans with Disabilities Act to develop a transition plan when structural changes to existing facilities and pedestrian right-of-way locations are necessary in order to make a program, service, or activity accessible to individuals with disabilities.
ADOT will make reasonable modifications to ensure that individuals with disabilities have an equal opportunity to enjoy ADOT’s programs, services, or activities.
Individuals that require a reasonable modification based on disability should contact an ADOT staff member or designated meeting/event coordinator. Request may be made verbally or by completing a Reasonable Modifications Request Form. Requests should be made as early as possible to ensure ADOT’s programs and services have an opportunity to address the modification
