Georgia Governor announces opening of new I-75 South Metro express lanes


Gov. Nathan Deal announced the opening of the new I-75 South Metro express lanes beginning on Saturday, January 28, 2017. The I-75 South Metro Express Lanes are newly constructed reversible toll lanes that run 12 miles along I-75, from State Route 155 (McDonough Road) in Henry County north to State Route 138 (Stockbridge Highway) in Clayton County. These reversible managed toll lanes operate northbound in the morning toward Atlanta and southbound in the evening. The express lanes are designed to improve traffic flow, increase options for motorists and transit and registered vanpool customers, provide reliable trip times, create jobs and bring economic benefits to this region. The first 14 days of operation will be toll-free for motorists with a Peach Pass to encourage commuters to utilize the express lanes. After that, vehicles with no more than two axles or up to six wheels may use the express lanes with a valid Peach Pass or a pre-paid toll account in Florida or North Carolina. Public transit buses, registered vanpools and emergency response vehicles may use the lanes toll-free with a valid Peach Pass. Toll rates on the I-75 South Metro Express Lanes will be dynamic, rising as demand increases during peak travel times and falling at off-peak times. Dynamic rate pricing ensures Express Lanes provide more reliable trip times for those who choose to pay and for transit systems using the lanes. This allows as many travelers as possible to use the lanes while still meeting expectations for free-flowing travel.

Arizona Wades Into P3 Mainstream with South Mountain Freeway $916 million DBM Deal

“South Mountain has put Arizona squarely on the US P3 map.  The momentum behind the P3 delivery method within ADOT and among elected officials is palpable.  Already there are calls for P3 legislation for social infrastructure, and ADOT is examining the use of P3s for other major projects in planning stages. From its P3 office to its South Mountain core team, ADOT now has a solid roster of P3 practitioners and devotees. The P3 industry should keep its eyes on Arizona.

The choice of the DBM [Design/Build/Maintain] project delivery method ushered in an extraordinary degree of federal, state and local cooperation. The three main capital funding sources are federal-aid funds, state highway funds, and local sales tax revenues for transportation. The Maricopa Association of Governments, the MPO for the region, proved to be a bastion of support for the DBM method, and participated, along with the City of Phoenix, in the evaluation of statements of qualifications and proposals.  FHWA worked closely with the project implementation team and met every schedule need of the procurement.

Illinois Bill Looks to Significantly Expand Use of P3s

The Illinois Senate is currently reviewing a bill that would greatly expand the authority of public agencies in Illinois to enter into public-private partnership (P3) agreements.  To date, such authority has been limited to the Illinois DOT, the State Toll Highway Authority and, in limited circumstances, local governments.

Democratic Senator Heather Steans introduced the bill on February 19th.  Shortly thereafter, in a show a bi-partisan support, Republican Senator Karen McConnaughay became a chief co-sponsor of the bill.

The bill, known as the Public-Private Partnerships Act, would grant P3 authority to all public agencies in Illinois, including municipalities, local governments, school districts, universities, public building commissions and state agencies.  Potential projects under the bill include social infrastructure projects (schools, hospitals and other buildings), transportation facilities of all varieties, water and wastewater facilities, energy facilities, and other public assets and services.

The grant of P3 authority for social infrastructure projects is consistent with the emergence of social infrastructure projects in the United States, such as the Long Beach Courthouse, Long Beach Civic Center and UC Merced projects in California.

In addition to expanding P3 authority, the bill would create the Office of Public-Private Partnerships within the State’s executive branch.  The Office would promote the use of P3s, provide assistance to both public agencies and private entities interested in P3s, develop a database of potential P3 projects and promote uniform P3 practices.  More importantly, to pursue a particular project as a P3, the bill would require public agencies to obtain approval from the Office of Public-Private Partnerships to pursue a P3 project under the Act.  The only exception to the approval requirement is for P3 projects pursued by the Illinois DOT and the State Toll Highway Authority under the Public-Private Partnerships for Transportation Act.
