Evaluation of Arizona Land Port of Entry Projects in the 2013 Border Master Plan
Many of the identified LPOE projects from the original border master plan were considered "high impact, low cost" improvements, consistent with the limited available funding anticipated to be available at that time.
However, on February 25, 2022, the Biden Administration and the U.S. General Services Administration announced land port modernization and construction projects funded through the Bipartisan Infrastructure Law signed in 2021. Based on funding from the Bipartisan Infrastructure Law (also called the Infrastructure Investment and Jobs Act) eleven (11) of the top seventeen (17) ranked projects from the original Border Master Plan have received additional funding and are moving into the design phase. These include:
- West Douglas, AZ New Commercial Land Port of Entry located west of downtown Douglas has been budgeted at $216M.
- Raul Hector Castro Renovated Land Port of Entry located in downtown Douglas AZ has been budgeted at $184M.
- There is now a total of $267 million allocated to fund the modernization of the San Luis 1 Land Port of Entry in San Luis, AZ. This includes $115 million from the IIJA and an additional $152.4 million from FY 2020.
