Douglas International Commercial Port-Of-Entry Connector Road Study

About the project

The Arizona Department of Transportation, in coordination with the Federal Highway Administration, US General Services Administration (GSA), the city of Douglas and Cochise County, is evaluating alternatives for a connector road from the new Douglas International Port of Entry (IPOE) to State Route 80.

Currently, there is no all-weather roadway that exists in the study area. The primary goal of this study is to recommend a preferred connector road location and roadway design that can safely accommodate the commercial vehicle traffic. The study will not involve the construction of the connector road, as the purpose is to evaluate and propose the best alternative for the connector road.

The project is located in unincorporated Cochise County approximately 4.5 miles west of the city of Douglas limits and the existing Raul Hector Castro Port of Entry in Douglas, Arizona. The project study area is bounded by State Route (SR) 80 to the north, the international border with Mexico to the south, Brooks Road to the west, and James Ranch Road to the east. The study area currently consists of mixed land uses, including commercial, residential, and vacant land.

James Ranch Road is an existing two-lane dirt road that extends approximately one mile south of SR 80. Infrastructure in the general vicinity includes the existing U.S. Border Patrol Station located south of SR 80 and east of James Ranch Road in the northwest quadrant of Kings Highway and West Puzzi Ranch Road.

 

Study Process

Study Objectives and Timeline

Anticipated to be constructed approximately 4.5 miles west of the existing international port of entry IPOE, this Phase 1 – Study will develop, evaluate, and recommend the location of the Connector Road. The Study will be documented in a Design Concept Report (DCR) and Environmental Assessment (EA). The Phase II – Final Design will involve the preparation of the construction documents based on the recommended improvements from Phase 1.
