Loop 303: Technology Improvement Project - US 60 (Grand Avenue) to Northern Parkway

The Arizona Department of Transportation has initiated a project to improve technology infrastructure along nearly 10 miles of the Loop 303 (Bob Stump Memorial Parkway) in the city of Surprise. The $4.6 million project is occurring primarily between the US 60 (Grand Avenue) and the Northern Parkway, but other sections of the Loop 303 could be affected.

Project Description

The purpose of the project is to improve traffic flow and safety on the Loop 303. Major project elements include:

  • Installation of traffic-flow sensors (loops) along Loop 303 and on-ramps in the project limits. These sensors provide a continuous stream of traffic data that is used to monitor travel conditions and help plan for future infrastructure improvements.
  • Installation of thermal detection cameras at Peoria Avenue and Cactus, Waddell, Greenway and Bell roads.
  • Installation of 10 closed-circuit television cameras which enable ADOT to monitor travel conditions.
  • Installation of five overhead signs which allow ADOT to provide drivers with information such as travel times; crashes along the route; upcoming construction work; and safety messages.


  • Work began in December 2019 and is scheduled to be complete in late summer 2020. Schedules are subject to change because of weather and other unforeseen conditions.

What to Expect

  • Loop 303 and several on- and off-ramps will be restricted or closed while work is underway.
  • Restrictions and closures are scheduled to occur within the project boundaries and in areas north and south of the project area.
  • Plan for delays and detours; plan to use alternate routes at times.
  • Work that will impact travelers will be scheduled during overnight hours and on weekends. Unless otherwise indicated, work that requires closures will not be scheduled on weekdays during daytime hours.
  • Alternate freeways to consider for north-south travel include the Loop 101 (Agua Fria Freeway) and Interstate 17 (Black Canyon Highway).
