IRP Registration Renewal Requirements

Renewal Guidelines 

The following IRP Renewal information and instructions have been outlined to assist IRP carriers with the annual renewal process. Please ensure you read it carefully and follow the guidelines provided to ensure proper processing of your IRP Renewal.

  • All MVD forms can be found online.

To renew:  A renewal notice will be sent to you approximately 60 days prior to your expiration date. You will need to complete your renewal form and return it to the Motor Carrier Licensing Unit for processing. (Please retain a copy of the renewal with your changes for your records).  Any vehicles that were added to the fleet within the past three months may not be listed on the printed renewal application (refer to “Adding Vehicles” section).

Compliance:  All IFTA tax reports must be submitted and any outstanding debt owed to MVD must be satisfied prior to the processing of the renewal application. Please note, vehicle(s) added to the fleet that were issued a TPA, must satisfy all T&R requirements in order to renew.

Adding vehicles:  If you wish to add new vehicles to this fleet, or for vehicles added within the past three months, please complete the FRP Apportioned Registration Application Schedule C (form #70-0502) and submit it separately. All unpaid supplements of vehicles being added to the fleet prior to the renewal must be paid or the vehicles will be removed from the renewal application.

Deleting vehicles:  Draw a line through vehicles that appear on the pre-printed form that you want deleted from the fleet.

Making changes:  For changes on the Renewal Invitation such as mailing/physical addresses, contact person, telephone numbers, gross vehicle weight, etc., draw a line through the incorrect information and write the correct information next to it. Please note, some changes may require additional documentation as deemed necessary by the Department.

  • To change a vehicle’s USDOT number: On the Renewal Invitation, under the column labeled “USDOT”, draw a line through the old number and write the new USDOT number next to it.  Under the column labeled “Safety Change Ind” mark “Y” for yes if responsibility for safety will change during the registration period, or “N” for no if it will remain the same.

NOTE: If you are leasing your US Motor Carrier Authority from another company, you are required to submit a completed IRP Lease Agreement Certificate (form # 70-0904).

Entity Changes:  If you have an entity change because of an EIN and/or ownership change, you must indicate changes on the IRP renewal invitation.

Mileage Schedule B: If your business operations began within the preceding reporting period of July 1st through June 30th, and miles are logged prior to April 1st, you are required to report actual mileage. Under the mileage information section, write in the actual mileage used for each Jurisdiction you traveled to. For Jurisdictions that did not accrue any mileage please leave it blank.

Federal Documentation Requirements

Federal Heavy Vehicle Use Tax – Form 2290:  Carriers registering vehicles with a Gross Vehicle Weight (GVW) of 55,000 lbs. and over must submit a current year, validated copy of the approved IRS Form 2290 Schedule 1 when submitting the renewal application.

Motor Carrier Identification Report:  In Accordance with FMCSA Federal Regulations, all commercial carriers with vehicles that have a Gross Vehicle Weight (GVW) of 10,000 lbs. or more are responsible for updating their USDOT information at least once every 12 months. It is the carrier’s responsibility to make the changes on the Federal website at: www.fmcsa.dot.gov or, if website access is not available, you may contact FMCSA at 1.800.832.5660.

Submitting Your Renewal Request

Renewal invitations are automatically sent to active carriers 60 days prior to the expiration date. To ensure your renewal is processed before the registration expiration date, all renewal applications and supporting documents must be received by the Motor Carrier Licensing office at least 45 days before the registration expires. Renewal fees must be paid in full by the last day of the registration period.  Failure to meet the deadline and/or pay the required fees may result in late processing and late penalty fees. There is no grace period.

IRP renewals are processed in the date/time order received.

Email Requirements

In an effort to enhance the efficiency of Motor Carrier transactions, we now require email addresses for all Motor Carrier customers. By obtaining these emails, we will be able to keep all customers up to date with any changes that are occurring with the new mCarrier system. The customer will designate an email address for each of the following:

  • IRP - Designated contact to receive correspondence related to IRP Transactions (i.e. Owner, Agent, Authorized Third Party, etc.)
  • IFTA - Designated contact to receive correspondence related to IFTA Transactions (i.e. Owner, Agent, Authorized Third Party, etc.)
  • AUDIT - Designated contact to receive Notice of Audit, Letter of Findings, etc. (i.e. Owner, Agent, Authorized Third Party, etc.)
  • PRIMARY - Designated contact to receive Administrative Notices related to the carrier account (Owner or Designee)
  • RECORD KEEPING - Designated contact who will maintain carrier records (i.e. Owner, Agent, Authorized Third Party, etc.)
