Recent Licensing Changes

In 2015, two legislative proposals (House Bill 2135 and House Bill 2480) were approved and signed into law that impact companies providing transportation services in Arizona. House Bill 2135 authorizes the operation of Transportation Network Companies (TNC) in Arizona.

Additionally, in 2016, Senate Bill 1492 and House Bill 2171 were approved and signed into law. Both bills modify taxi, livery and limousine service regulations. One of the questions about the legislation that has been brought to ADOT’s attention is: how should livery vehicles operating under contracts from different government agencies with different built-in fares display their fares in order to comply with Arizona Revised Statue 28-9506 (A)(2)? ADOT is working on updating the Arizona Administrative Code to clarify items such as this. The update will allow for livery vehicles operating in this manner to have their interior signage indicate that fares are determined by contract with a governmental agency or agencies when providing those services. Other fares that are not part of a contractual agreement with a governmental agency will still have to be posted in accordance with Arizona Revised Statue 28-9506 (A)(2).

House Bill 2480 (Weights and Measures Department; Transfer) transfers the responsibilities of the Arizona Department of Weights and Measures (ADWM), effective July 1, 2016. The functions and responsibilities of this agency are divided between the Arizona Department of Agriculture and the Arizona Department of Transportation (ADOT).

As a result of House Bill 2480, the licensing of taxis, livery services and limousines will be moved to statutes under the jurisdiction of ADOT. 

ADWM and ADOT have worked together on a transition oversight of taxis, livery services and limousine licensing to ADOT. As of August 1, 2015 the following steps have been taken in this transition:

  • Move appropriate ADWM staff to ADOT to perform the current Vehicle for Hire licensing functions.
  • Eliminate the need for taxis to be inspected by ADWM staff at the time of license application or when adding vehicles to the company's fleet.
  • Move the Vehicle For Hire webpage from ADWM to the ADOT webpage.
  • The Vehicle for Hire staff will conduct random audits and inspections every three years rather than annually.

ADOT, in consultation with ADWM staff, launched the ServiceArizona Secure Gateway application through the ServiceArizona website on January 1, 2016.

All existing companies have been contacted by email with activation instructions, using account information established by the Arizona Department of Weights and Measures. New applicants are required to follow a customized process to apply, which includes the of submission required documents as part of the licensing process.
