Purchases from an Out-of-State Dealer

When an out-of-state dealer sells a vehicle to an Arizona resident, the dealer must submit these documents for Arizona title and registration:

Required Documents

  • Title and Registration Application (Form 96-0236), completed and signed (include a copy of the customer's Arizona Driver License or Identification Card)
  • Emissions compliance form if the vehicle is 5 years or older and will be kept in a non-attainment area (verify requirements with the Arizona Department of Environmental Quality for Phoenix and Tucson areas only)
  • Out-of-state title or Manufacturer's Certificate of Origin, including dealer reassignment when applicable
  • Purchase order or sales invoice for the vehicle
  • Signed Power of Attorney when applicable
  • For leased vehicles: Lessor Authorization (Form 42-0207) from the lessor
  • Secure Odometer Disclosure (Form 96-1065) or Power of Attorney with Odometer Disclosure (Form 48-7104)
  • Signed and notarized Vehicle License Tax Exemption Form when applicable
  • AZ State/City Vehicle Use Tax
