The Blue Envelope Program helps residents with autism communicate more effectively with law enforcement during traffic stops. This free, voluntary program creates safer interactions for everyone involved.
What Is the Blue Envelope Program?
The Blue Envelope gives you a simple way to store your vehicle registration and insurance while letting officers know that you may respond differently during a traffic stop. The envelope includes helpful instructions for both you and the officer to guide communication, reduce stress, and promote everyone's safety.
Important: This program is completely voluntary and confidential. Neither MVD nor law enforcement keeps records or databases of participants.
How It Works
During a traffic stop, you can hand the Blue Envelope to the officer. The envelope contains:
- Your vehicle registration and insurance documents
- Guidance for effective communication
- Information to help the officer understand that you may respond differently to instructions in stressful situations

Getting Your Blue Envelope
Pick Up at MVD Offices
Visit any MVD or Third Party office statewide to get your free Blue Envelope. No appointment needed—just ask for one when you visit.
Other Locations
Blue Envelopes are also available at various law enforcement agencies and community locations across Arizona. View all distribution locations.
No medical information required. You don't need to provide any documentation or medical records to receive a Blue Envelope.
Using Your Blue Envelope
Where to Keep It
Store your Blue Envelope in your glove compartment or another easily accessible location in your vehicle. Make sure you can reach it easily when asked by law enforcement during a traffic stop.
What to Include
- Current vehicle registration
- Current insurance information
- Emergency contact information (optional)
What to Expect During a Traffic Stop
Arizona law enforcement agencies receive training about the Blue Envelope Program to ensure they understand how to use it effectively. However, some officers may not be familiar with the program yet. If this happens, you can still hand the envelope to the officer and let them read the instructions during the traffic stop.
Important reminder: The Blue Envelope Program helps with communication during traffic stops, but you can still receive a citation for traffic violations. The envelope's purpose is to improve understanding and reduce stress, not to prevent tickets.
Multiple Vehicles
If you drive different vehicles, you can request multiple Blue Envelopes. Each vehicle should have its own envelope with the correct registration and insurance documents for that specific vehicle. This ensures you always have the right documentation and communication tool available, no matter which vehicle you're driving.

Arizona Department of Transportation Motor Vehicle Division partnered with the Arizona Department of Public Safety, University of Arizona, and University of Arizona Police Department to bring this evidence-based program to Arizona.
