Because the hearings held at the Executive Hearing Office are administrative proceedings, you are not entitled to the services of a court-appointed attorney. In any regulatory or enforcement hearing that involves a corporation, the corporation must be represented by an attorney licensed to practice law in Arizona unless exempted under Rule 31 of the Arizona Supreme Court.
