Definitions - New Entrant Motor Carrier Safety Program
Interstate Commerce
Interstate commerce means trade, traffic or transportation between two states or between a state and another country. It also includes movements within a state that originate in, terminate in or go through another state or country. Determination of whether a driver/vehicle is engaged in interstate transportation is made through examination of the shipping papers, labels on the freight, the driver's record of duty status (log book) and responses to the appropriate questions. Here are some examples of interstate transportation:
Interstate Commerce: means trade, traffic, or transportation in the United States—
- Between a place in a State and a place outside of such State (including a place outside of the United States);
- Between two places in a State through another State or a place outside of the United States; or
- Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.
