Authorized Third Party MVD Service Provider

An Authorized Third Party (ATP) gives customers more options for completing MVD services. These private companies serve as convenient alternatives to MVD offices, offering extended hours and additional locations for customers throughout Arizona.

The ATP program was created in 1993. Today, there are more than 70 ATP providers, comprised of 170+ locations and more than 37 Inspection companies throughout the state. 

The companies have direct access to ADOT/MVD’s title and registration, and in some cases driver license databases. They can create and update customer records in real time. This access authority is gained only after a contract has been signed. Their staff are trained to MVD standards and must follow policy and performance guidelines. 

Revenues due to the state of Arizona for transactions must be remitted daily to MVD. Companies are permitted by statute to retain a portion of the fees from some of the transactions they process, and they are allowed to charge convenience fees to their customers.

Title and Registration Services

ATPs that handle title and registration are private companies granted access to the MVD Title and Registration Database to issue:

  • License plates
  • Registration 
  • Tabs 
  • Titles 
  • Various permits 

Most are open to the public, while some third parties conduct transactions for their internal fleets only.

Driver License Services

ATPs can also become authorized to process: 

  • Driver license and ID cards
  • Travel ID
  • Knowledge tests
  • Road tests 
  • Limited CDL services at some locations

Note: License, title, and registration items will be mailed to customers. ATPs don't issue these over the counter.
