Thinking about becoming an Authorized Third Party provider?
Here's what you need to know about the formal application process if your company is interested in becoming an MVD Authorized Third Party location.
Application Process
If your company does not currently have any ATP locations, follow these steps:
Step 1: Initial Interest Request
To express interest in opening an ATP, your business will need to email the third party program coordinator at [email protected] with ALL of the following before consideration:
- Third Party Authorization Interest form
- Business Plan
- A letter of intention to the Implementation Team. The letter should include an explanation of how this location and service will meet a gap in existing services (e.g. how does this benefit customers and MVD to have a site in this location? What need does it fill? What are you offering that is not already offered in this area? etc)
- Business need in the target market
- Anticipated size of business (# windows / CSRs)
- Expected title and registration volume for year 1 and year 2 (You will initially be authorized to perform title and registration transactions only. After a minimum of three years, you’ll be eligible to apply for driver license service authorization.)
- Your plan to monitor employee’s work for adherence to policies, rules and statutes
- Previous experience with the newly requested ATP service(s)
- Hours of operation
- In addition to oversight, what resources and support would you request from MVD?
- Training Plan
- Detailed plan to train and certify CSR’s
- Training materials and timeline to complete
- Resources needed to achieve training objectives

Step 2: MVD Review of Initial Interest Request
Once we’ve received your initial interest request, we’ll determine the need for a new location in this area. This need, along with your business and training plan will be reviewed. This process typically takes about 3 weeks.
After review, we’ll send an email notifying you if your interest has been denied or approved to continue on to the formal application.
Step 3: Formal Application
If your initial interest request was approved, an email will alert you that you can begin the formal electronic application process. (Make sure to check your bulk and spam email folder.) The electronic application must be completed in full and must be signed by the individual, all partners, or an officer of the corporation.
Standard application processing time is 45 business days. All requests received are assigned an application number and are processed in the order they were received.
Step 4: Site Inspection
Once your completed application has been received and reviewed, a site visit will be scheduled for the proposed location.
The facility must have a certificate of occupancy from the local government regulating such structures. The location and facility will be evaluated by the Department for security requirements and confirm the facility set up is adequate for processing MVD transactions and to discuss any needed modifications.
Security Requirements
Minimum Security Standards
The following are MVD's minimum standards required for all ATP Providers:
Computer Access:
- Computer terminals dedicated for MVD processing are limited to authorized personnel
Secure Storeroom Requirements:
- Must be approved by ADOT/MVD
- Must be separate from other rooms and adequately secure to prevent loss or theft
- Does not contain windows
- Does not contain drop-down ceilings
- Must contain a safe approved by ADOT/MVD
- Off-site storage is not permitted
Security Systems:
ATP security must include the following important and critical elements to protect staff, documents, and many other assets:
- One camera for every two CSR counter stations (Example areas: service windows, camera stations, and information desk)
- One camera for every two testing stations
- Customer waiting area shall have 1 camera for every 550 square feet∙
- Color Video
- Video resolution quality of 1920 x 1080
- Video recorded at 20 frames per second (FPS)
- Proper/sufficient 24 hour lighting throughout the location, where lighting cannot be changed
- Cameras must be “day/night” cameras, which provide a black and white image in low-light conditions
- Video surveillance CPU hardware must be either:
- Secured with lock and key, hidden out of sight, or
- Placed in a lock box mounted to the floor
- Offsite video storage

Insurance and Bond Requirements
ATP’s must have specific insurance and bond coverages. ADOT must be notified of any changes or renewals to the insurance or bond coverages.

Individual Certification Requirements
Application Requirements
ATP providers requesting authorization/certification for owners and all their employees associated with the MVD business are required to submit an individual application and must have a criminal records check performed.
Application Process
Individual Applications are submitted through your ATP MAX Account:
- Start an employee application in MAX.
- The employee will complete the application in AZ MVD Now.
- Review and pay for the application in MAX.

Employee Training
