Airport Development and Planning
The Aeronautics Group within the ADOT Multimodal Planning Division administers Arizona’s Airport Development Program, supporting 67 public-use airports statewide. Through strategic planning and targeted investment, the group provides funding for airport improvement projects under four key programs. These include the State/Local Program, where the state covers approximately 90% of project costs with a 10% local sponsor match, and the Federal/State/Local (FSL) Program, in which the state contributes the local match to federally funded projects. Additionally, the Airport Pavement Management System (APMS) offers funding for pavement preservation projects, covering up to 90% of eligible costs. These programs help ensure the safety, sustainability, and growth of Arizona’s aviation infrastructure.
Airport Development Guidelines, Five-Year Airport Development Program and Grant Management Plan
The Airport Development Guidelines, Five-Year Airport Development Program and Grant Management Plan provides guidance to publicly-owned and publicly-operated airports on eligible projects and the grant process to obtain state funding. The guidelines show which airports are eligible and how the state aviation fund is allocated. They also describe the process for a public airport to program its requested eligible projects in the airport capital improvement program and the process and eligibility requirements for the Airport Pavement Management System (APMS), which assists airports in meeting federal obligations related to airfield pavement maintenance, as well as to preserve past investments in airfield pavements.
