Arizona State Aviation System Plan (SASP) Update

The Arizona Department of Transportation (ADOT) Aeronautics Group is nearing completion of the 2026 Arizona State Aviation System Plan (SASP). The 2026 SASP evaluates the performance of Arizona’s airports to meet current and future demand, serving as a key element of ADOT’s long-term efforts to provide an integrated framework for the planning and development of Arizona’s aviation assets.

The study seeks to evaluate whether Arizona’s aviation system is performing optimally and how it can best accommodate future demand as technological, economic and social conditions evolve in the state and globally over the next 20 years. The 2026 SASP builds upon the results of the prior system plan update, completed in 2018, demonstrating changes in system performance over time.

ADOT is currently hosting a public comment period for the draft 2026 SASP and invites stakeholders to provide feedback about the plan and its recommendations.

Comments on the draft plan can be made through Sept. 1 in the following ways:

Existing Documents

  • The ADOT Aeronautics Group, regional partners, airport sponsors, municipalities, and other statewide agencies have completed various planning studies to guide transportation development in the state. The SASP was guided by these previous studies, which aims to help integrate aviation into the existing and future multimodal transportation system for all users.
