Plan for I-19 ramp closures and SR 289 (Ruby Road) lane restrictions in Rio Rico March 16-20

The Arizona Department of Transportation advises drivers to plan for ramp closures on Interstate 19 and lane restrictions on State Route 289 (Ruby Road) for milling and paving operations, as work continues on the SR 289, I-19 to Peña Blanca Lake pavement rehabilitation project. 

The following restrictions will occur from 8 p.m. to 5 a.m.:

Lane restrictions:

  • East-and westbound SR 289 (Ruby Road) will be narrowed to one lane in each direction at the I-19 interchange from Monday, March 16, through Friday, March 20.

Ramp Closures:

  • Monday, March 16: The southbound I-19 on-ramp at SR 289 (Ruby Road) will be closed.
  • Tuesday, March 17: The southbound I-19 off-ramp (exit12) to SR 289 (Ruby Road) will be closed. 
  • Wednesday, March 18: The northbound I-19 on-ramp at SR 289 (Ruby Road) will be closed. 
  • Thursday, March 19: The northbound I-19 off-ramp to SR 289 (Ruby Road) (exit 12) will be closed. 
    • Detour: Motorists are encouraged to use the next exit available.
  • Flaggers will direct traffic in the project area
  • An 11-foot vehicle width restriction on SR 289 will be in place. 
  • The speed limit will be reduced to 25 mph in the work zone.

Drivers should obey posted speed limits and traffic control devices and use caution around construction personnel.

Schedules are subject to change due to weather and other unforeseen circumstances.

Overview

The Arizona Department of Transportation is working on a pavement rehabilitation project, on State Route 289 from milepost 0 (Ruby Road) to milepost 11 (Peña Blanca Lake parking lot) approximately seven miles north of the city of Nogales. Construction began in October 2025.

Key Elements of The Project Include:

  • Milling and repaving of the roadway surface
  • Replacing pavement markings
  • Replacing guardrail 
  • Replacing pipe culverts and install scour protection
  • Removing and replacing existing loop detectors
  • Replacing bridge deck seals at I-19 overpass
  • Install new fencing 
  • And other miscellaneous improvements

What to Expect

  • Flaggers and temporary portable traffic devices will direct traffic through the project area during construction. 
  • One lane of travel will be maintained during construction.
  • Construction is tentatively scheduled from 6 a.m. to 6 p.m. Monday through Friday. 
  • ADOT will provide advance notice of restrictions and closures to email subscribers and on the project website.

Construction began in October 2025 and is expected to be completed in the spring of 2026. Schedules are subject to change due to weather and other unforeseen situations.
