TUCSON - In an unprecedented push to remove roadside garbage and debris, 42 Arizona Department of Transportation employees from southern Arizona were recently able to pick up 11,000 pounds of trash and bulk items.

ADOT personnel from Casa Grande, Coolidge, Nogales, Oracle, Three Points, Tucson, and St. David cleaned up a stretch of Interstate 10 from Rita Rd. to Kino Blvd.; a distance of about 11 miles. This portion of the highway is a hot spot for roadside garbage and debris and the cleanup required approximately half of the available ADOT South Central District maintenance staff. 

“We did this because of an overwhelming amount of roadside garbage and debris on ADOT right-of-way,” said Highway Operations Supervisor Fernando Murrietta. “The problem isn’t just how much litter there is, but how it gets there. People throw trash from their vehicle and it’s ADOT crews who live and work in southern Arizona who pick it up. We are part of the solution because we’re cleaning up other peoples’ messes.  Things would be much better if people would be more respectful of the environment.”

Maintenance personnel are available to perform cleanup duties as part of their ongoing work, but their primary responsibility is safety-related work such as guardrail repair, pavement maintenance, right-of-way fence repair to keep livestock off roadways and other similar jobs. 

In addition to ADOT employees, trash cleanups are conducted by volunteer groups as well as state prison inmate crews. Inmate crews have not been available due to COVID-19 restrictions in prison complexes, but are now beginning to return to roadside duties.

Drivers in northern Arizona should prepare for traffic shifts and lane restrictions on Interstate 40 at Exit 191 in west Flagstaff as crews continue project work to replace a bridge, according to the Arizona Department of Transportation. 

This location is approximately three miles west of the I-40 interchange with Interstate 17. 

Eastbound I-40 will be reduced to one lane and traffic shifted to the north side of the roadway beginning at 6 p.m. Friday, July 23. A similar shift will occur on Friday, July 29 for the westbound lanes. In addition, there will be a 15-foot vehicle width limit in place and the speed limit will be reduced to 55 mph. These restrictions will be in place through mid-fall this year. 

Ongoing restrictions at this location include the closure of the on- and off-ramps as well as the crossroad under the bridge. 

The project is scheduled to be completed in fall 2022.

The Final Tier 1 Environmental Impact Statement for the 280-mile Interstate 11 study corridor – stretching from Nogales to Wickenburg – is now available for public review. 

After five years of study, technical analysis and input from communities and stakeholders, this publication of the I-11 Final Tier 1 EIS marks a milestone for the proposed corridor.

The Final Tier 1 EIS, including a Preliminary Section 4(f) Evaluation, is available at i11study.com/Arizona/index.asp.

The website also lists locations throughout the study area where a hard copy of the Final Tier 1 EIS is available for review. The 30-day public review period runs through the close of business on Monday, Aug. 16. For information on how to submit a comment, visit the Contact Us page on the study website. Prepared by the Arizona Department of Transportation and the Federal Highway Administration, the Final Tier 1 EIS was completed in compliance with the National Environmental Policy Act. It outlines the Preferred Corridor Alternative, including a parallel analysis of the No-Build Alternative.

The Final Tier 1 EIS focuses on the 2,000-foot-wide Preferred Corridor Alternative and the changes that were made since the publication of the 2,000-foot-wide Recommended Corridor Alternative in the Draft Tier 1 Environmental Impact Statement in April 2019.

The Final Tier 1 EIS document is presented in a condensed format that avoids repetition of material from the Draft Tier 1 EIS. The Final Tier 1 EIS is a much shorter document, references the Draft Tier 1 EIS, and includes a complete overview of the project and its impacts on the environment. ADOT and FHWA decided to use the condensed format, in part, to streamline complex information as requested by several cooperating and participating agencies.

In addition to the Final Tier 1 EIS document that will be posted online and available as a hard copy document at designated repository locations, an Interactive EIS will also be available on the I-11 study website: i11study.com/Arizona/index.asp. This is the first time that ADOT has published an Interactive EIS. It contains the same information as the traditional Final Tier 1 EIS document in an interactive and engaging format. 

ADOT and FHWA listened to and read every public comment submitted during the Tier 1 study. The study team gave consideration to comments from the public and stakeholders during the Draft Tier 1 EIS 90-day public comment period from April 5, 2019 through July 8, 2019. ADOT and FHWA made changes to the corridor after the Draft Tier 1 EIS public comment process was complete. Appendix H of the Final Tier 1 EIS documents the comments received on the Draft Tier 1 EIS and provides responses to those comments. Appendix H can be found here: i11study.com/Arizona/Documents.asp.

The process to develop a Preferred Corridor Alternative for the Final Tier 1 EIS included technical analysis; coordination with study partners such as cooperating agencies, participating agencies and tribal governments; and the review and consideration of public input received at study milestones.

Once the 30-day public review period is complete for the Final Tier 1 EIS, ADOT and FHWA will work toward a Record of Decision (ROD). That document, which is scheduled to be published in late 2021, will identify a Selected Corridor Alternative or the No-Build Option. The ROD marks the end of the Tier 1 EIS process.

If a build corridor is selected at the end of the Tier 1 study, further Tier 2 studies and evaluations must take place before construction could be considered. The corridor would be narrowed to a highway alignment, which is about 400 feet wide. An alignment determining where I-11 could be built would be decided during a future phase of design and environmental studies. Currently there are no plans or funding available to initiate these Tier 2 studies.

The proposed I-11 is envisioned as a multi-use corridor that would provide a connection from Mexico to the Hoover Dam, connecting with I-11 in Nevada. This proposed statewide highway would improve Arizona’s access to regional and international markets while opening up new opportunities for enhanced travel, mobility, trade, commerce, job growth and economic competitiveness. While the evaluation phase of this high-priority and high-capacity transportation corridor has begun, funding for further studies, design and construction has not been identified.

In 2015, the Fixing America’s Surface Transportation Act, or FAST Act, formally designated I-11 in Arizona. The designation doesn’t include funding but identifies I-11 as a high-priority corridor eligible for federal funding. I-11 is envisioned to include a combination of new and existing roadways.

Some motorists upset with road closures due to multiple fires burning in Arizona are taking their frustrations out on ADOT personnel staffing the roadblocks.

ADOT does not decide which roads to close. Closures are determined by fire incident commanders who work in conjunction with law enforcement and ADOT, and motorists may face legal penalties for attempting to get around a barrier or other method used to shut down a road.

“We understand that especially for people who live in areas affected by a wildfire, this is a very stressful situation for the entire community,” said Rod Lane, an ADOT District Engineer who has handled fire-related closures for a number of years. “Our maintenance crews who close these roads do it to ensure that emergency responders can use the roads to access fire areas, evacuate residents and keep people out of harm's way. We’re doing our best to keep everyone safe.”

This also highlights the comprehensive nature of the work performed by highway maintenance crews. During most of the year, crewmembers do pavement work, repair guardrail and clean up roadside trash. Incidents such as wildfires highlight the crews’ commitment to public safety first and foremost.

ADOT crews sometimes encounter motorists who are angry and demand to be allowed to drive on a closed highway. Brett Rupp, an ADOT Highway Operations Technical Supervisor in Payson says, “ADOT maintenance crews live in and around the communities we serve and some of us have had to evacuate ourselves and our families. It’s unfortunate when one of our crewmembers is confronted by an upset motorist because people may not realize what that person standing in the heat and smoke for several hours is going through. His or her home may be at risk, but they are still on the job protecting the community.”

With fire restrictions in place, and to ensure the safety of staff and customers, the Arizona Department of Transportation Motor Vehicle Division office in Globe is temporarily closed. There is no timetable for reopening. 

Customers can complete MVD services by going online at www.azmvdnow.gov or www.servicearizona.com; or call MVD at 602-255-0072.

Two-thirds of all MVD services and transactions can be completed online at www.azmvdnow.gov. Here’s a sampling of what can be done online:

Thriving, not just surviving, is the goal of a joint effort by the Arizona Department of Transportation and the Desert Botanical Garden in Phoenix to protect an endangered species of cactus that grows only in one tiny area of Arizona. That area also happens to be where ADOT is building a replacement bridge over Pinto Creek on U.S. 60 near Globe-Miami.  

In 2018, ADOT began the project to replace the current 72 year-old structure. Before that work began, ADOT partnered with botanists from the Desert Botanical Garden to make sure endangered hedgehog cacti that grow in the construction zone were rescued. 

Project work will be completed in 2022 and the cacti replanted. 

“The location of this project is the only place in the world where these endangered Hedgehog cacti exist,” said ADOT Biology Specialist Joshua Fife. “One of our jobs at ADOT is to make sure that every project we do respects the environment. It’s not only the law, but it’s the right thing to do and protecting these endangered cacti is valuable for generations to come.”

The rescue effort required several of the members of the Desert Botanical Garden team to rappel into the canyon, carefully dig up, cover and transport the plants to the Garden complex in Phoenix where the cacti are being cared for and propagated.

“We jumped at this opportunity to work with ADOT because it is such a special plant and as an endangered species, conserving it is vital,” said Steve Blackwell, Conservations Collections Manager for Desert Botanical Garden. “They are an important part of the food chain and they are also very beautiful, especially when they bloom. The blossoms have a bright magenta color.”

“Not only will we be able to return the rescued cacti to the site once the project is done, but we will have more cacti than when we began,” he added. “Because part of this process is to hand pollinate the plants at the garden complex and we are also able to clone the mother plants. This is a great win for the environment.”

Don’t let your vehicle be the cause of a wildfire. 

As warm, dry weather settles into our state, the Arizona Department of Transportation is urging drivers to use extra care with their vehicles to reduce the chance of igniting a wildfire. 

Motorists should take preventative measures to reduce the risk that a spark from a vehicle or trailer doesn’t result in dry vegetation catching fire. A few tips include:

  • Dragging chains while something is being towed can cause sparks; Check and fasten the chains before starting your trip.
  • Make sure nothing is hanging under your vehicle or dragging on the pavement.
  • Check tire pressure before traveling. If a tire is with less air pressure, the tire can cause sparks.
  • Do not park where there is tall grass since the heat from the bottom of the vehicle can cause a fire.

In some areas of the state, ADOT overhead message boards will carry wildfire safety reminders with some listing AM radio frequencies that offer more localized wildfire information.

The first-of-its-kind dust detection and warning system installed by the Arizona Department of Transportation has been named one of the “Infrastructure Gamechangers” by the American Society of Civil Engineers (ASCE).

The detection system, which was completed by ADOT on a 10-mile stretch of Interstate 10 between Phoenix and Tucson in 2020, is among only four highway-related projects recognized nationally this year by the ASCE. The organization recognizes groundbreaking projects that represent the latest advancements in the way engineers plan, build and adapt to infrastructure needs. 

In announcing the national “Gamechangers,” ASCE President Jean-Louis Briaud said, “With resources stretched thin, finding solutions that can make the most of the tools afforded us can driver safety, variable speed corridor, be a challenge, but is an essential component of improving the built environment. ADOT’s dust-monitoring system will keep drivers safe and I-10 drivers moving efficiently. This project highlights the innovative nature of civil engineers, adapting to unique challenges to ensure our systems better serve the public.”

ADOT State Engineer Dallas Hammit added, “This recognition by our engineering peers is gratifying because it acknowledges the tremendous innovation and creativity that has gone into developing a system that will greatly enhance safety for drivers travelling through what can sometimes be a very challenging environment.”

Driving on Interstate 10 between Phoenix and Tucson during summer monsoon months can be hazardous when windblown dust reduces visibility, causing dangerous driving conditions. This technology has created an unprecedented innovation that helps increase driver safety. 

“Safety is our first priority and this first-of-its-kind technology answers a real need to make a very busy portion of highway much safer for motorists. It has already proven its effectiveness in recent dust storm events,” said Brent Cain, the director of ADOT’s Transportation Systems Management and Operations Division “Being chosen as an ASCE Gamechanger is a great honor.”

Drivers passing through the detection and warning zone encounter signs saying “Caution: Variable Speed Limit Corridor.” Soon after, a series of programmable speed limit signs every 1,000 feet can change the legal speed limit from 75 mph to as low as 35 mph. Additional variable speed limit signs are placed every 2 miles.

Overhead electronic message boards in and near the corridor alert drivers to blowing dust and warn them to slow down. Speed feedback signs inform drivers of their actual speeds.

Thirteen visibility sensors mounted on posts along the freeway use light beams to determine the density of dust particles in the air. Once visibility drops to certain levels, the system activates overhead message boards and the variable speed limit signs.

The sensors are complemented by a weather radar on a 20-foot tower at I-10 and State Route 87. It can detect storms more than 40 miles away, providing additional warning of incoming storms to ADOT and forecasters at the National Weather Service.

This technology is monitored by ADOT’s Traffic Operations Center in Phoenix, where staff can see real-time information on conditions such as the speed and flow of traffic. Closed-circuit cameras provide visual confirmation of conditions along the roadway and in the distance.

One of the most unique publications in the world, the ADOT-published Arizona Highways magazine, is offering student photographers a rare chance to have a nature photo published in an upcoming issue.

The publication, in cooperation with The Nature Conservancy and COX Communications, is sponsoring the 2021 Adventures in Nature Student Photo Contest, which is open to Arizona students between the ages of 13 and 18. 

The competition is open through Friday, April 16, and winners will be announced on May 6. Submissions of high-resolution nature photos must be submitted via www.arizonahighways.com

A total of $10,000 in cash prizes await the top 10 winners and the overall winning entry will be published in Arizona Highways, which is renowned for its outstanding images taken by world-famous photographers.

PHOENIX - The Arizona Department of Transportation has been honored by the Arizona Transportation Partnering Excellence Award Committee for excellence shown in a number of infrastructure and other projects statewide in 2020. 

These awards recognize transportation partnership teams that show a high degree of achievement by using partnering principles and processes related to the transportation industry.

Partnering is a formal process of collaborative teamwork to achieve measurable results through agreements and productive working relationships. The formal process includes a team charter, mission, goals and guidelines. An issue resolution process is developed along with action plans, evaluation methods, meeting follow-up and reporting.
