As advancements in digital technology continue to progress within the transportation industry, Arizona Department of Transportation (ADOT) is changing how we design, deliver, construct, and maintain our systems. Capitalizing on the availability and continued advancement of these tools and technologies, ADOT intends to lead the digital transformation of project development and delivery in the State of Arizona.

PHASED PLAN for ADOT's Digital Delivery Roadmap
Vision & Goal
By December 31, 2025, ADOT construction projects will be designed and bid using 2D and 3D modeling technology and digital delivery documentation; and will no longer deliver projects in a traditional construction format. To achieve its vision and goals, ADOT developed it’s Digital Delivery Roadmap to outline the necessary steps it needs to take, including specific goals and required actions that involve partnership with the design and construction industry.
In summary, ADOT will:
- Develop standardized and accessible digital delivery processes, guidance documents, and tools to support all project development functions by all stakeholders.
- Use 2D and 3D digital technologies to create high quality, data-rich models of our projects and system capturing historical, present, and future data through our project deliverables.
- Develop and implement new information management processes that capture asset information from projects and use the information to improve inspections and asset management.

Continued modernization of the project delivery process is essential to improving design quality, reducing risks, improving design and construction efficiencies, and enhancing the management of asset data. Therefore, by December 31, 2025, ADOT’s goal is that all construction projects will be designed and bid using 2D/3D modeling technology and digital delivery of design documentation, no longer delivering projects in a traditional construction plan format.

Over the next 4 years, ADOT will be developing design modeling requirements, processes, and workforce development to enable improved design and asset information transfer using 2D and 3D, data-rich information and design models for construction and asset management. Some of the benefits of using 2D and 3D modeling technologies and digital delivery include:
Improved Design Quality
ADOT will utilize the latest CADD technologies to document and deliver all its projects in a 2D and 3D, data-rich digital format that makes it easier to review the design intent and evaluate existing conditions, design data and attributes.
Reduced Risks & Project Costs or Delays
Utilize digital delivery and 2D and 3D modeling to focus the designer’s efforts in developing more data-rich designs that allow for better analyses and visualization, alternatives review, refine constructability, and optimize project costs.
Improved Design & Construction Efficiencies
Digital delivery will provide a more complete representation of the design intent in a usable electronic format, enable enhanced construction planning, easy and accurate tools for extracting design data and quantities, and provide usable format for contractors and inspectors to use model elements for bidding, construction and inspection.
Enhanced Data Management
Digital technologies associated with the digital models creates an opportunity to create digital as-builts and asset inventories for future management, maintenance, planning, and design purposes.
