Rights of Way

Highway Rights of Way (R/W) are a critical component of expanding broadband access. ADOT only owns a portion of the R/W in fee, the remainder of the R/W is owned by underlying landowners such as, but not limited to, BLM (Bureau of Land Management), USFS (United States Forest Service), ASLD (Arizona State Land Department), Tribal Nations, private landowners, and others.

Permission is required from the underlying landowner for any encroachment permit.
