Project Finals

Ensures contract compliance with regards to ADOT Standard Specifications, Contract Special Provisions, Federal Highway Administration (FHWA) and U.S. Department of Labor (USDOL) regulations and law.  Audits are conducted on project-related contracts such as:

  • Change Orders
  • Letter of Agreement
  • Force Accounts and Details

The Team also maintains the Blue Book Rental Rate.

Labor Compliance Officer (LCO)

Ensures compliance of Davis-Bacon and Related Acts (DBRA) for contractor payrolls and related data by conducting periodic contractor reviews which includes assessing interviews, certified payrolls and documentation. Responds to ADOT field personnel, contractors, consultants, auditors, FHWA, union/labor groups, contractor employees, and public inquiries.  Investigate, analyze and resolve wage violations. Substantiate validity of fringe benefit payments to pension, 401k and health plans nationwide.

Consultant Contract Administration

The responsibility of the Consultant Contracts office is to develop and negotiate all outside service construction contracts. These contracts are developed for projects identified by ADOT districts to be assigned for construction contract administration and construction materials testing assistance.

Fringe Benefit Plans

Contractors and subcontractors intending to use company contributions to fringe benefit plans made on behalf of their employees as credit towards the employee's required prevailing wages must submit fringe plan information for approval. 

An evaluation of the fringe plans, funds or programs is required. If necessary,  ADOT will request any additional documentation needed to fully complete the evaluation. Once approved, the contractor or subcontractor will receive final approval of the allowable hourly fringe contribution amount(s) that can be used towards meeting the prevailing wage requirement.
