Performance Based Practical Design

When to use Performance Based Practical Design (PBPD)

FHWA has defined PBPD as a decision making approach that relies on quantitative analyses to guide decision-making through the project development process resulting in a better system performance. PBPD is not intended to replace existing design standards or project development processes but provides flexibility and encourages project development professionals to diligently evaluate planning and design decisions and consideration of alternatives.

Implementation of PBPD is consistent with:

  • AASHTO’s A Policy on Geometric Design of Highways and Streets (7th Edition, 2018)
  • ADOT’s Roadway Design Guidelines (RDG, 2021)

Both documents encourage flexibility in design “to meet project and system objectives, safety, and operational performance”, providing guidance to engineers, planners, and designers who strive to make unique design solutions that meet the needs of all highway and street users on a project-by-project basis.

ADOT's "Guiding Principles for Performance Based Practical Design" clearly states the Department's intent and expectation that all ADOT project development professionals and consultants will apply the PBPD approach on every project.
