5311 Rural Public Transportation Program

The Section 5311 grant program's goals are to address the mobility needs of Arizona's rural population by

  • enhancing access to health care, shopping, education, employment, public services and recreation.
  • assisting local communities in building effective transit services in rural areas.

Annually, the Federal Transit Administration (FTA) allocates federal funds for the Section 5311 grant program. These funds are apportioned to the state on a formula basis, providing funding to support the administrative, operating and capital costs of public transit services in rural areas. The state has the primary responsibility to provide for the fair and equitable distribution of funds to qualified applicants. In Arizona, the ADOT's Multimodal Planning Division manages the Section 5311 grant program. Funding is provided to counties, cities, towns and American Indian tribes to operate transit systems at the local level. Approximately 3.1 million miles of transportation service are provided annually to more than 968,000 passengers. Over 190,000 hours of service are provided by these systems.

Funds may be used for public transit services operating

  • within small urban and rural communities.
  • among small urban and rural communities.
  • between small urban and rural communities and urbanized areas (cities of 50,000 or more).

Funds are distributed annually through a competitive application process. The application process is kicked off with a series of workshops and webinars that provide guidance on the process in September/October. Applications are submitted in December, and awards are generally made in July of each year. The program renews every federal fiscal year (Oct. 1 of each year).

To provide our 5311 recipients with the most responsive customer service as well as work toward the growth of the rural transit program across the state, ADOT has a regionally focused approach to managing the 5311 program. This approach has resulted in two distinct regions in the state, each with its own project manager: northwest and southeast (see map for area contacts).

ADOT strongly encourages coordination of services to facilitate the most efficient use of federal, state and local resources. Our goal is to support the development of a statewide, multimodal transportation system that is economically efficient and environmentally sound.

 

Participating Programs - 5311 RPT Program

City of Benson

City of Benson operates a general public fixed route transit service with complementary paratransit for eligible elderly and disabled persons. The general public fixed route offers 31 stops throughout the city of Benson with several pickup times at each stop throughout the day.  Our complementary paratransit service offers next day service to eligible elderly and disabled persons in Benson, Mescal and St David. All services run Monday through Friday 8 a.m. – 4 p.m.

City of Bisbee

The Bisbee Bus operates a fixed-route service that will deviate up to three quarters of a mile for clients with special needs and the elderly. The service area includes Old Bisbee, Warren, San Jose and the Naco area. Service connecting the Bisbee Bus to the Cochise Commuter, operating between Douglas/Bisbee and Sierra Vista, was suspended in January 2010 due to lack of local match funds.

Bullhead Area Transit Service

The Bullhead Area Transit System provides fixed route and complimentary door-to-door paratransit service in Bullhead City, Arizona. The system is funded in combination by the City of Bullhead City, Federal Transit Administration funds, and local sponsorships. The system maintains 58 bus stops within the community, shared between three fixed routes. Hourly service is provided to help residents and guests travel safely to work, shopping, recreation, and medical appointments. Dispatch hours are 7:00 AM to 6:00 PM Monday – Friday and 7:00 AM to 4:00 PM on Saturday.

Bullhead Transit

City of Coolidge

The Cotton Express Transit service operates fixed-route and dial-a-ride service. The fixed route is operated with west and east central loops, each taking 30 minutes traveling north and south along Arizona Boulevard. Each route serves residential areas to the east and west of this main corridor in Coolidge. Dial-a-ride service is for clients with special needs due to age or disability.

In August 2010, Pinal Central Xpress service started, providing regional connections between Florence, Coolidge and Casa Grande.

City of Cottonwood

CAT
Cottonwood Area Transit (CAT) provides local transit services for Cottonwood, Clarkdale and Verde Villages. CAT operates four fixed routes plus complementary Paratransit services.

Fixed bus routes run Monday thru Friday, 6:45 a.m. to 6:45 p.m., serving signed bus stops along their routes. The routes connect every 45 minutes at the 6th Street entrance to the Cottonwood Library where you can transfer from one route to the other, transfer to Verde Lynx, which connects to Sedona, or the Yavapai-Apache Nation Transit bus which connects to Camp Verde and Greyhound.

Blue Route – Central Cottonwood and Verde Villages, twice in the morning, twice in the late afternoon.
Yellow Route – Central Cottonwood to Verde Valley Manor
Red Route – Cottonwood, Clarkdale, Pine Shadows, and Yavapai College
Green Route Shoppers Route – Old Town to Walmart

Verde Lynx
Direct Bus Service between Cottonwood and Sedona - 7 Days a Week, from 6:00 a.m. to 7:15 p.m. Monday thru Saturday, 7:30 a.m. to 6 p.m. on Sundays. Verde Lynx buses run from the Cottonwood Library to the municipal parking lot in Uptown Sedona and down SH 179 to Poco Diablo Resort.

Route Maps with a list of bus stops and complete schedules can be obtained from the bus drivers or found on the City of Cottonwood website or may be picked up at the CAT office, Library, Rec Center, and Finance offices in Cottonwood and Sedona. Multi-trip and monthly passes may be purchased at the same locations or call 928.634.2287.

Pay fare as you board bus. Exact change required as drivers do not carry change. Day Passes allow you to ride all day on CAT buses and are available from the drivers.

All vehicles are wheelchair accessible and operated in accordance with the Americans with Disabilities Act.

City of Douglas

The city of Douglas operates Douglas Rides, a deviated fixed-route transit service in the city of Douglas and a dial-a-ride service for passengers with special needs. Dial-a-ride service requires 24-hour advance reservation. The Douglas Rides service began December 2006 and operated three routes with a total of 59 stops throughout the city of Douglas.

The Cochise Commuter service between the cities of Douglas, Bisbee and Sierra Vista was suspended in January 2010 due to lack of local match funding.

Gila River Indian Community

Gila River Transit operates four routes. The Sacaton Shuttle and West End Shuttle started in early 2016. The Sacaton Shuttle serves District 3 and the West End Shuttle serves Districts 6 and 7. Two additional shuttles started in April 2019. The East Side Shuttle serves Districts 1, 2 and 3, and the Central Shuttle serves Districts 3, 4 and 5. The Sacaton Shuttle and West End Shuttle operate five days a week. The East Side Shuttle operates two days a week and the Central Shuttle operates three days a week. The transit system generally operates five days a week, excluding holidays, between the hours of 8:00 a.m. and 4:45 p.m. with a one hour service break over lunch.

Transit routes provide access to employment opportunities, medical and shopping destinations and community facilities. Route maps and complete schedules can be obtained from the bus drivers or online. All vehicles are wheelchair accessible and operated in accordance with the Americans with Disabilities Act.

The Kingman Area Regional Transit system operates a deviated-route system on four routes with a dial-a-ride service for the elderly and disabled in the city of Kingman and greater Kingman-Butler area. The deviated-route service has 78 stops throughout the city of Kingman, providing a connection with medical, employment, commercial and education centers.

City of Maricopa

City of Maricopa Express Transit (COMET)

The COMET service operates on Mondays, Wednesdays and Fridays within Maricopa, between the hours of 9 a.m. and 5 p.m., with fare $1 per one-way trip. With the demand response, the rider can be picked up at his or her curb and taken to any location within Maricopa. Riders are required to call at least 24 hours before or can make a reservation up to 14 days in advance. Demand response will not be considered a private taxi service, but a public transportation system with shared rides. On Tuesdays and Thursdays, the COMET provides transit service to regional medical facilities. On Tuesdays, you can travel from any location in Maricopa to Chandler Regional Hospital and within a five-mile radius from the hospital. On Thursdays, you can travel from Maricopa to the Casa Grande Regional Medical Facility and within a five-mile radius. The fares for services outside the city are $3 roundtrip. Same-day requests for service will be honored on the basis of available space. The COMET also provides intercity services, allowing riders to connect to other regional transit programs, Valley Metro and Central Arizona Regional Transit (CART) that can be accessed at transit centers within the five-mile radius.

City of Show Low and Town of Pinetop-Lakeside

The Four Seasons Connection (FSC) operates two bus routes within the towns of Show Low and Pinetop-Lakeside, with extended service to the Hon-Dah Resort and Conference Center.  FSC runs Monday through Saturday, 6:30 AM – 5:30 PM with a transfer station at Show Low Walmart that connects with the White Mountain Connection bus line to Holbrook and Greyhound.  Deviation service is available by reservation only for pickups within ¼ mile of the designated route.  All buses are wheelchair accessible and operate in accordance with ADA.

The White Mountain Connection (WMC) is a commuter route that serves the outlying communities of Taylor, Snowflake and Holbrook with daily stops at Northland Pioneer College.  WMC runs Monday through Friday, 6:30 AM – 5:30 PM with three daily routes and connects with Greyhound Bus Lines in the morning, mid-day and late afternoon.

City of Page and Helping Hands Agency

The Helping Hands Agency provides public transportation known as the EXPRESS. The EXPRESS provides a deviated fixed-route service that operates on six separate routes with a total of 60 stops of commercial, social-service agencies, senior and assisted-living homes, and employment centers in and around the city of Page.

Hopi Tribe

The Hopi Senom Transit System operates two fixed routes servicing medical, employment, commercial, human-service programs and low-income or public-housing locations to and from Keams Canyon, Moencopi, Flagstaff, Tuba City and Kykotsmovi. The transit service also provides vanpool-type service between Flagstaff and Kykotsmovi.

Navajo Nation

The Navajo Transit System operates a fixed-route service throughout the Navajo Nation in Arizona and New Mexico. Service areas include Fort Defiance, Tuba City, Kayenta, Chinle, Window Rock, Farmington, Crownpoint, Gallup and Toyei. Arizona and New Mexico provide Section 5311 program funds to the Navajo Transit System.

Regional Transportation Authority of Pima County

RTA’s Sun Shuttle services are provided to rural neighborhoods in Marana, Oro Valley, Catalina, Sahuarita, Green Valley, San Xavier and Tucson Estates, with additional funding from the Regional Transportation Authority. As part of the regional seamless transit system, Sun Shuttle connects to Sun Tran/Sun Link services, giving access to the entire Tucson metropolitan area. In addition, the RTA operates three fixed routes — Ajo to Tucson, Ajo to Why and Ajo to Gila Bend — and a dial-a-ride service that connect with services to Phoenix. Dial-a-ride service operates within the town of Ajo.

Regional Public Transportation Authority (RPTA)

Valley Metro / RPTA utilizes Section 5311 funding to operate one route:

  • Route 685 provides service from Gila Bend into Phoenix with additional AM and PM peak trips within Buckeye.

Service is provided along MC85 with stops in Gila Bend, Buckeye, Avondale, Goodyear, Tolleson and Desert Sky Mall in Phoenix where connections are made to the metropolitan Phoenix transit system. This service continues to Ajo (funded by Pima county) and connects with Tucson Regional Transportation Authority service provided from Ajo to Tucson.

Salt River Pima-Maricopa Indian Community

The Salt River Transit System provides dial-a-ride service for tribal residents traveling to Mesa, Tempe and Scottsdale for employment and medical services. All trips are provided on a 24-hour advance reservation. Five service areas have been established for efficiency.

San Carlos Apache Transit

The San Carlos Apache Tribe established a Transportation Department in 2007 in response to mobility needs for individuals living within the San Carlos Apache Tribe reservation. Transit services are provided on and near the reservation, and it is anticipated that the transit system will expand to further locations. The target population has consistently been customers who are low-income, disabled and elderly, as well as individuals without readily available transportation. Services are operated as fixed routes; however, demand response and deviated- / flex-route operations are available. Individuals, including those needing ADA Paratransit services and those needing door-to-door services, contact the Nnee Bich'o Nii Transit offices for planning and scheduling transit services.

Town of Miami

Cobre Valley Community Transit operates a demand-response/curb-to-curb service and a deviated fixed bus route in the town of Miami, the city of Globe, and to a large unincorporated area in Gila County. Hours for the fixed route are 6:30 am to 6:00 pm Monday through Friday.

The Demand Response service operates Monday-Friday excluding federal holidays, between the hours of 6:15 a.m. and 3 p.m., with a fare of $1 per one-way trip. With the demand response, the rider can be picked up at his or her desired location and taken to any destination within the designated service area. Riders are required to call at least 24 hours before or can make a reservation up to 7 days in advance. Same day scheduling is available with an additional $2 same day scheduling fee. Demand response is not a private taxi service, but a public transportation system with shared rides.

The Fixed Route System is a bus system with predetermined bus stop locations servicing major stops in the Miami/Globe community such as stores, apartments, doctors and senior centers. Fare is $1 full fare and $0.50 reduced fare for seniors, disabled and students. Children 12 and under ride free with an adult. 

Fixed Route monthly passes are available for purchase from any driver or from the transit office for $15.00 reduced or $25.00 full fare.  These passes are only for use on the fixed route system.

Demand Response/Cobre Valley system monthly passes are available for purchase from the demand response driver or the transit office for $55.00 a month. These passes may be used on both the fixed route and the demand response.

Yavapai Regional Transit Inc.

Yavapai Regional Transit Inc. is a non-profit public transit system based in Chino Valley where it provides local deviated fixed route service three days a week on the Gold Line. Tuesdays and Thursday, deviated fixed route service on the Green Line begins in Chino Valley and connects all day with Prescott. On Fridays, the Gold Route collects local riders in Chino Valley and meets the Red and Blue routes which make six runs daily in bi-directional loops through Prescott and Prescott Valley offering deviations as well. YRT began operations just over 8 years ago, and is dedicated to providing transportation primarily to people with disabilities, seniors, and persons with limited transportation options.  From a "Chino Valley Only" service it has grown to become a regional bus operation.

Yuma County Intergovernmental Public Transportation Authority

Yuma County Intergovernmental Public Transportation Authority (YCIPTA) utilizes Section 5311 funding to operate all transit routes outside the Yuma urbanized area.

These routes include:

  • Orange Route 2 (Yuma-Fortuna Foothills)
  • Brown Route 3 (Fortuna Foothills Shuttle)
  • Gold Route 8 (Wellton-Yuma)
  • Silver Route 9 (AWC-San Luis)
  • Yellow Route 95 (Yuma-San Luis)

YCAT operates Monday through Friday from 5:50 a.m. to 7:30 p.m. with limited evening service until 11 p.m. from AWC / NAU / UA and on Saturday from 9:15 a.m. to 6:30 p.m. All routes operate every 60 minutes, with some exceptions. More details on YCAT routes are available online.
