Urbanized Area Programs (5307 and 5339 Small Urban)

The Urbanized Area Formula Funding program (49 U.S.C. 5307) makes Federal resources available to urbanized areas and to states for small urban UZA’s for transit capital and operating assistance in urbanized areas (UZAS). The Bus and Bus Facilities program (49 U.S.C. 5339 Small Urban and Statewide) provides capital funding to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities.

ADOT is apportioned 5307 funding for small urban areas (50,000 to 200,000 population).  ADOT then distributes this funding to the direct recipients authorized to apply to FTA for this funding.  Direct recipients are required to annually identify if they wish to reserve their entire apportionment or a lower amount.  Funding not reserved by a direct recipient is then allocated to the 5307/5339 competitive application.

ADOT is apportioned 5339 funding from FTA for two categories: Small Urban and Statewide.   Small urban-designated UZAs are eligible for the Small Urban 5339 funding and the statewide 5339 funding.  Rural 5311 subrecipients are only eligible for the 5339 statewide funding (please see Rural Public Transit page for more information)
