Douglas International Commercial Port-Of-Entry Connector Road
Overview
The Arizona Department of Transportation (ADOT) is currently in the design phase for a new connector road between State Route 80 and the planned new Douglas Land Port of Entry for commercial vehicles, which will help streamline commercial truck traffic flow between the U.S. and Mexico.
The future second port of entry west of Douglas for commercial vehicles will address current capacity, congestion and safety issues at the existing Raul Hector Castro Port of Entry in downtown Douglas, due to the intermingling of commercial and passenger vehicles, and pedestrians. The new facility will include expanded commercial vehicle inspection capacity to accommodate increased trade and oversized mining equipment.
The commercial port of entry facility is being constructed as a separate project, overseen by the U.S. General Services Administration, in coordination with ADOT’s connector road project. Groundbreaking of the new facility began in September 2025 and is expected to be completed in fall 2028. Upon completion, the new commercial port of entry will reduce congestion in downtown Douglas and improve access, travel times and safety to better serve the economic and transportation needs of the area. There will be a new access road from Mexico to the new port of entry facility built as a separate project.

Project Schedule
Study Phase
ADOT-in partnership with the GSA, Cochise County, City of Douglas and other federal, state, tribal and local agency stakeholders - conducted a study to identify a selected route for a new connector road to access the commercial land port of entry.
A public hearing was held November 19, 2024 to provide an overview of the draft Environmental Assessment and the Design Concept Report (DCR), share ADOT’s recommended alternative for a connector road and receive public comments. The final Environmental Assessment and Design Concept Report were published on Monday, April 21, 2025.
