HURF Exchange Program
The HURF Exchange program enables Arizona cities, towns, counties to design and build transportation projects using state funding, avoiding the expensive and time-consuming federal regulatory requirements. Political subdivisions with populations up to 200,000 are eligible for the program. Projects must be programmed in the applicable regional transportation improvement program (TIP).

- Sample Project Initiation Letter
- Project Scoping, Cost and Schedule Forms – required to initiate a HURF Exchange Project. The forms are contained in a Microsoft Excel spreadsheet HURF Exchange Scoping, Cost and Schedule.
- HURF Exchange Request for Authorization Sample Letter – to send to LPA after IGA is executed to request authorization of the project.
- Sample Final Acceptance Letter – a final acceptance letter is required
- Sample Closeout Letter (Microsoft Word) – a closeout letter is required
