Construction Manager at Risk (CMAR)
The CMAR Contractor and the Design Consultant work collaboratively, while each has a direct contractual responsibility with ADOT. This method provides for contractor input during the design phase and accuracy and transparency in the construction pricing process. CMAR procurement also reduces ADOT’s risk through agreement of a Guaranteed Maximum Price (GMP) during the design due to the CMAR Contractor’s participation in reviewing contract documents.

Best fit characteristics
- Complex or unclear scope that would benefit from contractor input before construction
- Collaboration is needed with stakeholders like utilities, local authorities, and private developers
- Budget constraints and/or uncertain project costs
- Sequence (complex phasing) or schedule sensitive
- Right of way and environmental factors should be addressed earlier and clarified for all stakeholders
- Advance purchase of materials would be beneficial to meet schedule requirements
