The Arizona Department of Transportation (ADOT) has a responsibility, under Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act, to ensure its services, facilities, and public rights-of-way are readily accessible to and usable by individuals with disabilities to the fullest extent possible.
The ADA prohibits discrimination on the basis of disability. The ADA/Section 504 Program primary objective is to ensure that qualified individuals with disabilities have an equal opportunity.
ADOT will ensure that qualified individuals shall not, solely on the basis of their disability, be excluded from participation in, denied the benefits of, or subjected to discrimination under any of its programs, services, or activities as provided by Section 504 of the Rehabilitation Act of 1973 and the ADA. Title II of the ADA requires state and local governments to make their programs and services accessible to persons with disabilities. This requirement extends not only to physical access at government facilities, programs, and events, but also to pedestrian facilities in public rights-of-way.

Reasonable Accommodations (Public)
ADOT provides reasonable accommodations to ensure that individuals with disabilities have an equal opportunity in job application procedures, employment practices, and access to enjoy ADOT’s programs, services, or activities.
Members of the public who require reasonable accommodation to access ADOT’s program, services or activities can make a request by contacting the ADA/Section 504 Program Coordinator or designated meeting/event coordinator. Requests may be made verbally or by completing the public request form. Requests should be made as early as possible to ensure ADOT’s programs and services have an opportunity to address the accommodation.

ADA Transition Plan
It is a requirement under Section 504 and the Americans with disabilities Act to develop a transition plan when structural changes to existing facilities and pedestrian right-of-way locations are necessary in order to make a program, service, or activity accessible to individuals with disabilities.

Report ADA Discrimination (Public)
Discrimination complaints (in English or Spanish) may be filed by any person who believes that he or she has been excluded from participation in, or denied access to, programs or activities; denied benefits or services; or subjected to discrimination

A signed, written discrimination complaint must be submitted within 180 days of the alleged discriminatory act (or latest occurrence). Discrimination complaints may be filed with these agencies:
- ADOT’s ADA/Section 504 Program
- U.S. Department of Justice (USDOJ)
- U.S. Department of Transportation (USDOT)
- Federal Highway Administration (FHWA)
- Federal Transit Administration (FTA)
- Federal Aviation Administration (FAA)
- Federal Motor Carrier Safety Administration (FMCSA)
- National Highway and Traffic Safety Administration (NHTSA)
All discrimination complaints should contain these elements:
- The name, address, telephone number and signature of the complainant
- The facts and circumstances surrounding the claimed discrimination, including date of allegations, and the basis of the discrimination complaint.
- Any names of persons, if known, whom the investigator could contact for additional information to support or clarify the allegations
- The corrective action being sought by the complainant
