Alternative Delivery

Major Projects

The Federal Highway Administration (FHWA) defines a Major Project as those with a total cost of over $500 million. The processes and federal requirements involved in project delivery for Major Projects are more complex than for smaller, less expensive projects, rendering the project more challenging and in need of a well-managed process. Major Projects of that value must have a Cost Estimate Review (CER), a Project Management Plan (PMP), and an annual Financial Plan that is reviewed by the Secretary of Transportation (FHWA).

In line with the enhanced federal oversight, projects of this size also require heightened oversight by ADOT.

While projects over $500 million are typically complex and prime candidates for alternative delivery (maximizing early contractor involvement, collaboration between designer and contractor, and economies of scale), there may occasionally be large projects where traditional design-bid-build delivery is being considered. These projects may also be considered for delivery by ADMP.

Our Approach

ADMP is driven to establish successful and impactful projects throughout the state of Arizona. Our goals include:

  • Expedite project delivery
  • Maximize innovation
  • Leverage and maximize ADOT funds
  • Facilitate public and private collaboration
  • Foster flexibility in delivery methods
