North-South Segment 1, Tier 2 Environmental Impact Statement and Design Concept Report, U.S. 60 to Arizona Farms Road (State Route 505)

Overview

The Arizona Department of Transportation (ADOT) has formally initiated  a Tier 2 Environmental Impact Statement (EIS) and Design Concept Report (DCR) for the proposed North-South Corridor Segment 1 from US 60 to Arizona Farms Road (State Route 505). The study corridor spans approximately 20 miles from Apache Junction to Florence. The study will prepare a Tier 2 EIS and DCR to evaluate environmental and engineering considerations for potential alternatives for the proposed highway alignment and other features.

Public meetings were held in May to provide information on the study and preliminary alternatives being considered. The meeting presentation and materials are available below for those unable to attend a meeting.

The purpose of the North-South Corridor is to improve regional connectivity, provide an additional connection through a growing area of the Sun Corridor and address current and future transportation needs in Pinal County.

This study will:

  • Refine the purpose and need of the proposed project
  • Develop a preliminary range of alternatives for potential 400-foot-wide freeway alignments within the 1,500-foot Tier 1 study corridor that was selected in 2021
  • Identify potential interchange locations and develop interchange design concepts
  • Develop and circulate for public review and comment the draft Tier 2 EIS and DCR that compares the build alternatives against the No Build, or do nothing alternative, and identifies a Preferred Alternative based on engineering and environmental considerations, as well as agency, tribal government and public input
  • Prepare final EIS and DCR documents identifying the Selected Alternative

Notice of Intent to Prepare an EIS/DCR

A Notice of Intent (NOI) to prepare a Tier 2 Environmental Impact Statement (EIS) for the North-South Corridor Segment 1 from US 60 to Arizona Farms Road (SR 505) was published in the Federal Register on May 8, 2025. ADOT will be accepting comments on the preliminary project purpose and need, preliminary range of alternatives and the scope of the National Environmental Policy Act (NEPA) analysis through June 10, 2025.

2025 Public Meeting Materials

There was a comment period from April 25, 2025 through June 10, 2025 to gather public input on the preliminary range of alternatives and the project purpose and need. All comments and questions received during that period will be addressed in the public involvement summary. Public meetings were held in May 2025 to provide information about the current phase of the study and to seek input on the preliminary range of alternatives being considered for the highway alignment, as well as the preliminary project purpose and need.

Meetings were held on May 15, 2025 in Apache Junction, May 20, 2025 in San Tan Valley, and May 22, 2025 virtually. Meeting documents are linked below.

2023 Public Meeting Materials

The Arizona Department of Transportation hosted a series of pre-scoping public meetings for the North-South Corridor Tier 2 Study, Segment 1, US 60 to Arizona Farms Road. Public meetings were held on September 12, 2023, September 14, 2023, and September 20, 2023. Information regarding the meetings can be found at the linked documents below.
