Public Hearing and Open House

In accordance with federal regulations, the public is invited to attend and participate in a formal public hearing and open house to learn about and submit comments on the Initial Location/Design Concept Report and the Draft Environmental Assessment. Two identical presentations will take place during the event, one at 11:00 a.m., and the second at 2:00 p.m.  Immediately following the presentations, attendees will be able to verbally submit comments in front of a study team panel, with all comments recorded by a court reporter for the official record. This portion of the hearing will be held for ADOT to receive comments only and is not intended to be a question-and-answer session. Project related questions will be answered by study team members during the open house portion of the meeting, which will be held in an adjacent building.  Additional opportunities to submit formal comments (written or verbally) will also be made available during the open house.

A Draft Environmental Assessment (EA) and an Initial Location/Design Concept Report (L/DCR) are available for review and comment starting April 17, 2019 and ending on June 3, 2019.

Comments can be submitted in a variety of ways:

At the May 11, 2019 public hearing and open house

  • In writing on a comment form or online
  • Verbally to a court reporter
  • Verbally (3-minute time limit) to a panel of study team members (documented by a court reporter)

Anytime during the comment period (April 17, 2019 to June 3, 2019):


All comment methods are considered equal and all comments received during the review and comment period will be documented and responses provided in the Final Environmental Assessment and Location/Design Concept Report, expected in late summer of 2019.
