From Phoenix Business Journal, 1/15/2019 "State's first land swap will turn former Flagstaff movie theater into offices; ADOT employees should move into new 72,000- square-foot location in November".

The relocation of ADOT’s NorthCentral District offices from Milton Road was prompted, in part, by the city of Flagstaff’s roadway improvement plan to extend Beulah Boulevard and realign University Avenue, requiring a portion of the current ADOT-owned parcel. Because ADOT did not have funding available to relocate, a private partner (Vintage) was procured using the P3 laws to find or construct new facilities for ADOT, and in exchange secure ownership of the agency’s existing parcel and an adjacent parcel owned by the city.
