AZ Federal Lands Access Program (FLAP) SR 88(1) - Apache Trail Project

The Arizona Department of Transportation, in coordination with the U.S. Forest Service and the Federal Highway Administration, completed an $18 million project to pave and make other improvements to an 11-mile gravel section of SR 88 (Apache Trail) between Apache Lake and the Theodore Roosevelt Dam.

The work, which began the fall of 2022, was completed in July 2025 and included installing an aggregate base that is covered with a chip seal and updating drainage features that were not functional or were damaged by flooding. The project also improved sight lines at five locations.

The goal of the project was to improve the resilience of the roadway during heavy rainfall, reduce the amount of repair work required after flooding and prevent further roadway damage that would limit public access. For more information about the project please click on the links below:
