Interstate 10/Koli Road Traffic Interchange Study

The Arizona Department of Transportation (ADOT), as the lead agency and project sponsor, in collaboration with the Gila River Indian Community (Community), the Bureau of Indian Affairs (BIA), the Federal Highway Administration (FHWA) and the Maricopa Association of Governments, has initiated an Environmental Assessment (EA) and Design Memo (DM) for the proposed Interstate 10 (I-10)/Koli Road Traffic Interchange.

The proposed I-10/Koli Road Traffic Interchange would be located on I-10 between the existing Wild Horse Pass Boulevard and State Route 347/Queen Creek Road traffic interchanges.

The study area limits extend approximately a half mile from each side of the I-10 center line to Maricopa Road and approximately three-quarters of a mile north of milepost 163 and 1.8 miles south of milepost 163 along I-10. The project is located in Maricopa County and entirely within the Gila River Indian Community.

The draft EA will consider and assess alternatives for the proposed traffic interchange, including a no-build alternative. Some considerations analyzed in-depth in the draft EA include the proposed project’s impacts on cultural resources, biological resources, water quality, recreational resources, noise impacts and air quality, as well as other social, economic, and environmental impacts.

Public scoping was the first step of the National Environmental Policy Act (NEPA) environmental study process. The public scoping and alternatives process provided the opportunity for the community and public to educate the study team about the I-10/Koli Road Traffic Interchange study area, as well as share concerns about modifying I-10 to incorporate a proposed traffic interchange at approximately Koli Road.

This input helped ADOT, the Community, and MAG select a Recommended Build Alternative for this section of I-10 and Koli Road.

The I-10/Koli Road Traffic Interchange Study Public Hearings were held on July 29 and July 30, 2025, to provide the public with an opportunity to review the draft EA and DM and submit formal comments about the Recommended Build Alternative.
