2022 ADOT EV Deployment Plan

The 2022 ADOT Electric Vehicle Charging Infrastructure Deployment Plan identified locations for NEVI-compliant EV stations on the interstate highways. The map below from the 2022 Plan depicts the full network of EV stations on ADOT’s interstate highway. This includes EV stations that currently meet NEVI requirements, existing stations with the potential to be upgraded to meet those requirements and proposed new stations. The map also shows the distances between stations (numbers in black) and two locations (yellow) where ADOT received federal exemptions to the 50-mile EV charging station guidelines, due to lack of infrastructure. ADOT will oversee construction and upgrade of charging stations to ensure they meet NEVI requirements. 

Throughout the life of the NEVI program, ADOT will update the plan annually to identify locations for additional charging stations and new AFCs. Engagement with stakeholders, including the public, will continue to be a key component in the development of the 2022 Plan and future updates.

The first set of conditional awards for 18 sites along I-10, I-8, I-40, I-17 and I-19 were announced Aug. 27, 2024. A map with the initial locations awarded and additional details are linked below.

Construction is expected to take a year to complete after final contracts have been signed, with some stations opening by late 2025. The stations will mostly be located at existing gas stations and travel centers, with several others either at restaurants or hotels.

All stations will be privately owned and operated, with federal funds covering 80% of construction costs and the private developer paying 20%. No state funds will be involved in the construction of these stations. 

While the initial round of electric vehicle charging stations focused on interstates, ADOT plans to expand onto other highways starting with an additional round of bids in 2025. The plans will evolve based on developments within the electric vehicle industry and by studying the usage patterns of the first set of stations that come online.
