PHOENIX – Following approval by the State Transportation Board, the Arizona Department of Transportation has adopted the 2050 Long-Range Transportation Plan providing a blueprint and vision for ADOT’s priorities over the next 25 years. 

The plan, which is not project-specific, sets transportation investment priorities for ADOT based on anticipated future revenues and system needs.

The State Transportation Board approved the update at its Friday, Oct. 20, meeting in Yuma.

A broad cross-section of Arizonans, nearly 10,000 in all, provided input on the plan. Their input made it clear that ADOT’s top priorities should be fixing roads and preserving and maintaining existing infrastructure, along with highway projects that address growth and improve highways in rural areas. 

The plan, which is updated every five years, is available for review at ADOT2050plan.com

Safety, innovation and collaboration are the three main priorities I have as the director for the Arizona Department of Transportation. Our 2024-2028 Tentative Five-Year Construction Program addresses these priorities as we work to improve and maintain the state’s highway system during the next five years.

Safety is paramount to what we do at ADOT. Our vision is “Moving Arizona to become the most reliable transportation system in the nation.” The 2024-2028 Tentative Five-Year Construction Program identifies improvements to existing roads and bridges while also identifying opportunities to construct new roads and bridges that improve safety. We plan to invest $2.6 billion in pavement and bridge preservation projects across Arizona, which will upgrade pavement that is rated in poor or fair condition. We need to continue investing in the system we have already built, to keep it safe and functioning to meet the growing needs of our state.

The program also identifies opportunities where we can use the latest technology to improve interchanges and be innovative in our approaches to make the state’s transportation system safer. I am a big believer in innovation as it helps us improve the work we do.

ADOT’s 2024-2028 Tentative Five-Year Construction Program requires us to collaborate with stakeholders in identifying the projects to put into the program to meet the critical needs of the state. We have a robust planning to programming process that ensures we collaborate with partners like cities and towns, counties, councils of governments, regional transportation planning agencies and other entities as the program is being developed.

One important stakeholder we need to hear from is you, the public. I would encourage you to provide feedback between now and when the comment period ends at 5 p.m. June 1. We want your input on the projects being proposed in the program.

The State Transportation Board is expected to take formal action on the program at its June 16 meeting in Florence.

When you began thinking of your lifetime goals, I imagine you thought about a career, family and then retirement. You developed a roadmap to get you there. Throughout your life, you probably have faced challenges along the way and made updates to your plan to keep you on track.

In transportation, we have a similar roadmap. It's called the Long-Range Transportation Plan. It is designed to identify the transportation needs of the state, taking into account growth and available funding from state and federal resources for the next 25 years. The plan identifies transportation needs and major investment categories for transportation spending, along with projected funding gaps to meet those needs and isn’t project specific. The plan must be updated every five years. 

We also make sure to connect the long-range transportation plan with other ADOT-led studies. The statewide freight plan and truck parking study are just two examples of how these studies collaboratively enhance the transportation system, quality of life and are connected to our long-range transportation plan. 

Our roadmap would not be complete if we didn’t hear from our customers, the users of our transportation system. It is important that we receive feedback from you and how you would like to see ADOT allocate future resources across three major investment types: maintenance/rehabilitation, modernization and expansion.

We have launched the 2050 Long Range Transportation Plan website. I would encourage you to share your thoughts on how ADOT should plan for the future and to encourage others to participate in the survey. The survey will be open through Dec. 21. We expect to finalize our long-range transportation plan in May 2023. 

ADOT has received a recent boost in funding from our State Legislature and the Infrastructure Investment and Jobs Act (IIJA), both short-term funding sources. While we are very thankful for this extra funding, it doesn’t take into account the long-term revenue sources needed to meet the transportation needs of the state. Our current Long Range Transportation Plan identified a $30.5 billion gap in needs versus available funding. Costs for transportation improvements and maintenance continue to increase rapidly.

Maintaining pavement across the state remains a challenge for ADOT due to funding. With inflation and an increase in fuel efficiency, the purchasing power of the main revenue source to pay for transportation, i.e. fuel taxes, is diminishing, while the needs of the state highway system continue to increase - especially as new lane miles are added. 

Our roadmap is the long-range transportation plan. We identify what the state’s needs are and prioritize accordingly. We face challenges, which requires us to update and make adjustments along the way to keep us on track. We seek input from our customers, which helps us form our vision of “Moving Arizona. Becoming the safest, most reliable transportation system in the nation.” 

There is another important reason why we develop a long-range transportation plan. We want to improve the quality of life for future generations with a transportation system that keeps people connected and gets them safely home.

PHOENIX – The public and agencies across the state have until Dec. 21 to comment on the Arizona Department of Transportation’s Tentative Long-Range Transportation Plan.

The plan, which is updated every five years, outlines strategies for meeting the state’s highway and bridge needs over the next 25 years. It can be reviewed at azdot.gov/WhatMovesYouArizona. The CiviComment online tool, which is also available on the project website, allows users to comment on the full report or comment on individual pages pulled from the document. The direct link to CiviComment is whatmovesyouarizona.civicomment.org.

ADOT spent the past two years drafting this update to the Long-Range Transportation Plan, which looks through 2040. The project team conducted stakeholder outreach, gathered extensive public comment across the state and worked through months of technical analysis.

During the 25-year period of this draft plan, about $923 million in annual highway capital funding will be available from state and federal sources. On average, the Phoenix and Tucson regions are expected to receive $512 million annually. Of that, $223 million comes from voter-approved regional programs in those two metropolitan areas dedicated largely to highway expansion. ADOT’s Recommended Investment Choice calls for all of the remaining annual average of $411 million to go toward preserving and modernizing highways in Greater Arizona.

The recommendation outlined in the Tentative Long-Range Transportation Plan is in line with public and stakeholder outreach, in which most participants listed preservation, safety and modernization projects as their highest priorities for Greater Arizona.

The Long-Range Transportation Plan is expected to be finalized in early 2018.

PHOENIX – Playing the part of a transportation planner isn’t always easy, especially when it comes to balancing priorities for Arizona’s highway system with the realities of limited funding.

When the Arizona Department of Transportation turned to the public and stakeholders last fall to tell us what’s most important to them over the next 25 years, nearly 6,000 people statewide responded through a quick and interactive online survey.

The survey allowed participants to rank six transportation priorities: preservation, expansion, safety, technology, accessibility, and maintenance and operations. They worked with a budget and determined how much of it would go toward each priority. Then they decided on trade-off scenarios that further defined priorities.

The results show a mixed bag. Safety, expansion, and maintenance and operations ranked highest, in that order. However, when it comes to allocating funds for those priorities, expansion, preservation, and maintenance and operations got the most dollars, with safety dropping to fourth.

Trade-off scenarios show participants prefer more roads (expansion), smooth roads (preservation) and connected roads (improved accessibility). Much like real-world transportation planning, there are no right or wrong answers when it comes to ranking and funding priorities. All survey results will help develop a draft update to ADOT’s Long-Range Transportation Plan, which will be available for public review later this year.

The Long-Range Transportation Plan, also known as “What Moves You Arizona,” is updated every five years. While the plan isn’t project-specific, it does identify investment priorities based on current and projected transportation funding over the next 25 years.

PHOENIX – In transportation, we are constantly looking ahead. What needs will emerge over the next 25 years? What new technologies will influence how our transportation system operates? How will we fund necessary improvements?

One of the ways the Arizona Department of Transportation looks to the future is “What Moves You Arizona,” the Long-Range Transportation Plan we update every five years. And we need your input to do that.

ADOT has developed an interactive online survey that’s easy and engaging. It gives you the opportunity to rank six transportation priorities: preservation, expansion, safety, technology, accessibility, and maintenance and operations. You get a budget and determine how much of it you’d allocate for each priority. Then you decide tradeoff scenarios that further define your priorities.

This survey lets you experience what we face as transportation planners: setting priorities and making difficult choices with limited resources. 

Those who’ve participated so far have ranked safety and expansion highly. And when it comes to managing funds, preservation and expansion get the most dollars for transportation investments.

But we want to hear from more of you! The survey is available until Nov. 11. It only takes a few minutes and can be completed on a computer, smartphone or tablet. A Spanish-language version of the survey is also available.

While ADOT’s Long-Range Transportation Plan isn’t project-specific, it does identify investment priorities based on current and projected transportation funding over the next 25 years.

Today the department launched a quick, easy, interactive survey that allows users to pick what’s important to them when it comes to Arizona’s transportation investment priorities from now until 2040.

The tool guides you through six investment choices for transportation infrastructure: preservation, expansion, safety, technology, accessibility, and maintenance and operations. Once you rank these priorities, you’ll be guided to a screen providing a budget and allowing you to determine how much you’d allocate for each priority. The survey finishes with trade-off scenarios that will further define your priorities.

The survey, developed by ADOT and MetroQuest, is available until Nov. 11. It gives you the opportunity to rank six transportation priorities: preservation, expansion, safety, technology, accessibility, and maintenance and operations. You’ll get a budget and determine how much of it you’d allocate for each priority. Then you’ll decide tradeoff scenarios that further define your priorities.

PHOENIX – Community members, businesses and stakeholders are invited to provide their input and ideas to shape the long-range vision for Arizona’s transportation system during a workshop in Phoenix next week.

The workshop, scheduled for Thursday, May 12, from 1 to 3:30 p.m., will be held at the Maricopa Association of Governments, 302 N. First Ave. in Phoenix.

The meeting is the last in a series of more than a dozen statewide workshops hosted by ADOT. These “Think Ahead about Transportation” workshops, which began in January, help shape ADOT’s Long-Range Transportation Plan, also known as What Moves You Arizona, which is updated every five years. The Long-Range Plan looks 25 years down the road to determine the best mix of investment to preserve, modernize and expand the state transportation system with the resources available.

While ADOT’s Long-Range Transportation Plan is not project-specific, it identifies priorities based on current and projected transportation funding over the next 25 years. Because limited revenues will not meet all current and future transportation needs, it’s up to the public, policymakers and communities to tell ADOT what’s important to them.

More than 350 people representing more than 150 organizations around Arizona participated in the previous statewide workshops. A full report on all the workshops will be posted on the long-range plan website once the MAG workshop is completed. The next round of public comment opportunities will include another set of workshops, along with an interactive online tool that will allow people to weigh in on the criteria that will be used to select improvement projects in the future.

A reliable transportation system is vital, as people and commerce move through a statewide network to get to where they’re going. To keep pace, the transportation needs of tomorrow take planning and investment to ensure that Arizona stays competitive and meets the needs of a growing state.
