Volunteer Program - Adopt a Highway
Arizona's Adopt a Highway Volunteer program began in 1988. Rose Mofford served as Arizona’s Governor. 100 organizations joined the program during the first two years after it launched and collected litter on 200 miles of freeway.
Today over 1,000 volunteer groups are cleaning almost 2,000 miles of landscape along state highways, and more than ever Arizona needs you to keep this program going strong.
Get Involved
Participation is easy:
- You adopt a two-mile stretch of highway for a minimum of two years.
- You agree to report your litter after each cleanup in the ADOT Activity Report
- You agree to pick up litter, preferably three or more times per year. One time per year is the minimum requirement.
- Adopt a Highway signs will be posted with your group’s name at your adopted section.
- Adopt a Highway will provide volunteers with safety vests, litter bags and safety training.
- You bask in the glory of taking pride in Arizona to help Keep it Grand©.
Who Should Adopt?
Everyone should take pride in our beautiful state and adopt a highway
- Individuals, families, youth organizations (12 and older)
- Businesses (large and small)
- Civic and non-profit organizations
- Religious groups
- Schools, fraternities and sororities
Memorial and Honor Adoptions
Individuals and groups may adopt sections of highway to memorialize individuals who have died as a result of a collision or honor friends or family members. The recognition sign may include the phrases, “In memory of,” or “In honor of.” Adopt a Highway Volunteer program rules and guidelines apply to memorial and honor adoptions.

- It’s a free and easy way for individuals and groups to beautify their communities.
- Motorists respond. Seeing volunteers at work promotes pride and resonates with would-be offenders.
