Overview

The Arizona Department of Transportation has initiated a wildlife overpass and fence installation project along Interstate 17 between Kelly Canyon and Munds Park (mileposts 322-331) south of Flagstaff. The Willard Springs Wildlife Overpass and other improvements will be located at milepost 327. The project is expected to be under construction in spring 2025 and anticipated for completion by fall 2026.

ADOT, in partnership with Arizona Game and Fish, sought a $24 million grant through the Federal Highway Administration's (FHWA) Wildlife Crossings Pilot Program to reduce motor-vehicle crashes involving wildlife and better connect habitats along I-17 south of Flagstaff. The I-17 wildlife project is one of 19 nationally to receive funding through the first round of $110 million in grants from FHWA.

Project Elements

Project elements include:

  • Constructing a wildlife overpass bridge over I-17.
  • Constructing temporary detour crossovers in the median that will be removed after construction of the overpass is complete.
  • Retrofitting the existing right-of-way (ROW) fencing to wildlife fencing.
  • Installing wildlife ROW fencing, including new connections to box culverts and metal pipe end treatments.
  • Installing gates in ROW fencing, as necessary.
  • Constructing wildlife escape ramps.
  • Removing and replacing guardrail and concrete barriers.
  • Installing, removing and/or replacing cattle guards (double wide).
  • Installing wildlife warning traffic signs.
  • Seeding all disturbed areas with a native seed mix.

What to Expect

Ongoing daytime lane restrictions will be in place on I-17 Mondays through Fridays to allow crews to construct the overpass and install the wildlife fence. Temporary detour crossovers in the median will be constructed to maintain traffic flow around the work zone.

A minimum of one lane in each direction will remain open during construction. ADOT advises drivers to plan for possible delays while the work is underway.

Overview

Project cost: $6.9 million

The Arizona Department of Transportation, in cooperation with the city of Flagstaff, initiated a project to construct a new roundabout that will replace the signalized intersection at Fourth Street and Cedar Avenue/Lockett Road to improve the safety and function of the intersection. This new roundabout will be designed with flashing pedestrian crossing beacons and will slow speeds, help avoid angle collisions and add a crosswalk at the fourth-leg of the intersection. Additional work includes the installation of water, sewer and storm drain infrastructure. 

Preliminary construction activities are set to begin on early spring 2025.

Preliminary work consists of tree removal, fence installation, concrete removal and storm drain installation along the perimeter of the intersection. A full closure of the Fourth Street and Cedar Avenue/Lockett Road intersection is scheduled for the entire 2025 school summer break (May 23 to Aug. 4), with the full project anticipated to be complete in fall 2025. The new roundabout will be installed during this full closure.

    What to Expect

    Work may occur Monday through Friday, from 6 a.m. to 6 p.m., with occasional night  and weekend work as needed. During preliminary construction activities, the intersection of Fourth and Cedar Avenue/Lockett Road will remain open to both motorists and pedestrians, however, expect lane and sidewalk restrictions, modified bus routes, heavy equipment, loud noise and flagging operations. Access for schools, businesses and residents will always be provided. Please follow the marked signage and travel safely. Note that this work is highly weather dependent.

    A full closure of the Fourth Street and Cedar Avenue/Lockett Road intersection will occur throughout the entire 2025 school summer break (May 23 to Aug. 4). Detour routes will be in place during this closure period. Notifications will be provided prior to the full intersection closure with more information.

    The Arizona Department of Transportation has initiated a drainage infrastructure project along US 89 six miles north of Flagstaff (mileposts 423-432). The project is expected to be under construction in spring 2025 and anticipated for completion in late 2025.

    The purpose of the project is to address damage and improve the function of existing drainage infrastructure that sustained damage during the 2022 monsoon season.

    Project elements include:

    • Remove existing shotcrete flood control channels and reconstruct new concrete channels, as needed.
    • Repair spillways and down drains, as needed.
    • Construct concrete box culvert improvements.
    • Remove and replace pavement, as needed.
    • Construct temporary median crossovers for culvert construction.
    • Remove and apply roadway striping, as needed.
    • Trim and/or remove vegetation.
    • Seed disturbed areas with native plant species, as needed.

    Overview

    The Arizona Department of Transportation has initiated a project to install more than 200 miles of high-speed fiber-optic infrastructure along Interstate 40 between the Arizona-California state line and Flagstaff (mileposts 0-201).

    Purpose

    The purpose of this project is to install high-speed fiber-optic conduit along the entire project corridor to eventually expand broadband internet access to homes and businesses in rural parts of the state.

    In addition to rural broadband connectivity, ADOT plans to use the fiber-optic conduit to provide intelligent transportation system (ITS) technology, such as overhead message boards, traffic cameras, weather stations and other uses. The infrastructure will also help lay the groundwork for emerging automotive technologies, such as connected and automated vehicles.

    Once the fiber-optic conduit is installed, a third-party provider - known as an operate-maintain-commercialize vendor - will be responsible for leasing the fiber and other related infrastructure from the state.

    Work on the 201 mile-long project includes installation of conduit, pull boxes, fiber-optic cables, node building, load center and other related work.

    What to Expect

    Construction will begin early 2025 and is anticipated to be completed in summer 2026. Work will occur in the ADOT right of way. During construction, drivers on I-40 can expect single-lane closures during weekdays, with no weekend or holiday restrictions anticipated.

    Overview

    The Arizona Department of Transportation, in cooperation with Coconino County, has initiated a Design Concept Report (DCR) Update for the Bellemont (Hughes Avenue) Traffic Interchange (TI) located on Interstate 40 at milepost (MP) 185. The TI was originally identified for improvement in the I-40 Bellemont to Winona DCR document that was created in 2013.

    In the 2013 DCR, operational issues related to the proximity of a Pilot Flying J truck stop to the crossroad intersection with the westbound I-40 ramps. The original DCR recommended a long-term solution of constructing the interchange 800 feet to the east and constructing new roundabouts at the ramp/crossroad intersections to improve overall TI operations. Since then, Coconino County constructed the recommended roundabout from the 2013 DCR on Shadow Mountain Drive and worked with Pilot Flying J to modify the circulation of trucks approaching and departing the truck stop. This resolved many of the immediate issues on I-40, although other challenges were created on Shadow Mountain Drive.

    ADOT and the County initiated this DCR update based on traffic projections from recently proposed developments that significantly increase long-term traffic volumes and congestion in the area.

    Project Scope:

    The I-40 DCR will be updated by developing new alternatives and identifying a preferred alternative for the Bellemont area (study limits: I-40 MP 182-188). This will allow the county to be more competitive in applying for a federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant.

    The vital first steps of preparing the DCR update document and reaching 15% design will confirm and prioritize the project goals and objectives.

    A key component to this phase of the project is to determine the specific interchange location, type and overall footprint of the project. The deliverables for this phase are the scoping document preparation, traffic operation modeling, preliminary interchange and intersection layouts and the baseline cost estimate.

    • I-17: Christensen Rest Area - 15 miles south of Flagstaff (MP 324): summer 2024 through summer 2025

    Overview

    The Arizona Department of Transportation, in cooperation with the city of Page, finalized an intersection improvement project at US 89 and N. Lake Powell Boulevard/Scenic View Road. Construction began in fall 2024 and was completed in spring 2025.

    The purpose of the project was to improve the intersection via a single lane roundabout to accommodate traffic and the type of vehicles using this area.

    • Construct a new single lane roundabout.
    • Install new curb and gutter, sidewalk, ADA-compliant sidewalk ramps and drainage (the sidewalk improvements will tie into the existing sidewalk on the west side of US 89 along the south side of Scenic View Road.)

    Lane restrictions will be in place. Signage and on-site flaggers will direct drivers through the work zone. No work is anticipated on weekends or holidays.

    Overview

    The Arizona Department of Transportation, in cooperation with the city of Flagstaff, completed a bridge replacement project at the Airport Road (John Wesley Powell Boulevard) bridge over Interstate 17 in Flagstaff. 

    The purpose of the project was to replace the old deteriorated bridge with a new bridge that meets current standards while improving safety for pedestrians and cyclists.

    • Construct a new two-span bridge adjacent to the existing bridge.
    • Construct a new paved approach to tie the new bridge to the existing roadway.
    • Install new bridge barrier, guardrail and end treatments.
    • Realign roundabout approaches within the traffic interchange to facilitate maintenance of traffic
    • activities during construction (roundabout operations will remain the same).
    • Demolish the old bridge.
    • Widen the shoulder on John Wesley Powell Boulevard between the northbound ramps and existing sidewalks to the east.
    • Install new pavement markings and signs as needed.

    Other project elements include installing new curb and gutter, sidewalk, ADA-compliant sidewalk ramps, drainage and overhead lighting.

    What to Expect

    The majority of the work will take place weekdays from 5 a.m. to 5 p.m. Mondays through Thursdays, and Fridays 5 a.m. to noon. When overnight restrictions are in place from 7 p.m. to 7 a.m., drivers will use the off- and on-ramps at the I-17/John Wesley Powell traffic interchange to exit and re-enter the interstate. Signage and on-site flaggers will direct drivers through the work zone. No work is anticipated on weekends or holidays. 

    Pedestrian and bicycle access will not be permitted across the existing bridge during the majority of the project. A detour will be provided.

    ADOT advises drivers to plan for possible delays during construction.

    Overview

    Project Cost: $109 million

    The Arizona Department of Transportation has initiated the final design phase of the State Route 260 Lion Springs Improvement project east of Payson.

    Major elements of the project include:

    • Adding one travel lane in each direction between mileposts (MP) 256 to 260.
    • Constructing a center-turn lane between MP 256-257 and center median between MP 257-260.
    • Constructing a new frontage road for the Diamond Point subdivision.
    • Constructing three wildlife crossovers. 
    • Improving and/or installing drainage and sediment-control facilities, including culverts, pipes and ditches.
    • Removing, replacing and extending guardrail, as necessary.
    • Dedicated right-turn lane for eastbound SR 260 at Lions Springs Road and westbound SR 260 at Dealers Choice Road. (These features were added as a result of public input received at the June 6, 2024 public meeting).

    Background

    This segment of SR 260, known as the Lion Springs section, was part of an ADOT study initiated in the early 1990’s to evaluate growing traffic volumes, safety considerations and overall improvements to approximately 40 miles of SR 260 between Payson and Heber-Overgaard. Final recommendations, including widening SR 260 from two to four lanes, were documented in a Location Design Concept Report (LDCR) and Environmental Impact Statement (EIS) with the Record of Decision signed on Jan. 31, 2000. An updated EIS was completed in September 2023 to account for any changes that occurred over the past 20 years and to ensure the design plan conforms to current federal regulations. 

    The Lion Springs Section is the last of the six projects between Payson and the Mogollon Rim to be completed.

    The planned improvements will tie into the already widened sections of SR 260 east and west of the project.

    Need for the project

    The Lion Springs segment of SR 260 is the only remaining two-lane highway section between Payson and the Mogollon Rim. Because of the capacity limitations, this 4-mile segment creates a traffic bottleneck during periods of heavy volumes, especially on summer weekends and holidays, resulting in traffic congestion. Completing the Lion Springs segment will help relieve delays for local and regional travelers by providing four travel lanes between Payson and the Mogollon Rim.

    Design and Construction Timeline

    The project is currently in the final design phase. Final design is scheduled to be completed in summer 2025. Funding to construct the project is planned to become available in July 2025. Construction will likely begin in spring 2026, although the construction schedule has not been finalized. Once work does start, the anticipated construction duration will be about three and one-half years, when factoring in anticipated annual winter shutdown periods.
